Historical and cultural cities,as cities of great historical value or of revolutionary importance,retain a rich historical and cultural heritage and are the common wealth of humanity.Consequently,the national and local levels are paying more and more attention to the protection of historic and cultural cities.A series of protective laws and regulations have been issued nationally to protect them,and historic and cultural towns in many places at the local level have gradually introduced theirs.Local protection regulations and protection plans,as well as the preparation of protection plans for historic and cultural towns are gradually being standardized.With the transformation of the positioning of the value of planning,in the new spatial planning system,the status and role of planning implementation evaluation has become more and more important.However,the current lack of national standards for the evaluation of the implementation of the planning of the protection of historic and cultural cities,the progress of the evaluation is relatively slow,and the implementation of the planning is not receiving much attention.good comments.Therefore,the construction of a method for the evaluation of the implementation of the planning of the protection of historic and cultural cities has important theoretical and practical importance for the research and practice of the evaluation of the implementation.planning work for the protection of historic and cultural towns.This article first summarizes the predecessor’s research on assessing the implementation of urban planning and assessing the implementation of planning for the protection of historic and cultural cities,and deepens the basic understanding the protection of historic and cultural towns;second,on the basis of the study of the relevant laws and regulations of protection planning,starting from the "historical city-history" The three levels of "location-historical elements" construct an index system for the ’evaluation of the implementation of planning for the protection of historic sites and cultural cities,and the analytical hierarchy process is used to determine the weight of each index level.In addition,through the constructed evaluation index system,the effect of the implementation of the Ganzhou Historical and Cultural City Protection Plan was evaluated,and the operability and practicability of the index system have been evaluated.been verified.Finally,according to the results of the evaluation,we find out the problems in the implementation of the famous city protection plan,and propose the next step of Ganzhou in four aspects: to improve the legal system of the protection of the famous city,improve the mechanism for implementing and operating the protection plan,by broadening the funding channels and promoting the participation of multiple subjects.Optimization and adjustment of the implementation of the protection plan of famous cities should also provide a theoretical and practical reference for the evaluation of the implementation of the protection plan of other historic and cultural cities.
