The lack of increment construction land, to a large extent, has restricted further development of the urban economy. Research hotspot has emphasis on how to improve the inventory land use efficiency. In order to achieve economic, social and environmental benefits, the redevelopment of industrial land which is the important content of inventory planning, play a vital role in improving the land use efficiency and rationality of inventory industrial land and increase achieve a high level comprehensive promotion of economy social and environment benefits.In recent years, numerous scholars studied on the regeneration of inventory industrial land but mainly concentrated on the theory and practice concerning urban renewal, land replacement, benefit gaming and land property, which most on the base of land economics. Research putting forward the adjustment strategies in the perspective of urban planning is still rare. Besides there exist more than 200 pieces of inventory industrial land which have the potential to redevelop facing kinds of problems such as the complicated cases of enterprise, the wide range of the interest party and diverse administrative department. Thus the study seems particularly important.Firstly according to the background of policy evolvement, judge the division of different stages of the redevelopment of industrial land in Jinan and analysis relevant policies Jinan had made. The practices undergo certain development vertically and the modes of redevelopment turn out to be different in terms of land use transformation. Policies in different stages reallocate the effective control of land caused the gap of transaction cost. As a result the enterprises suffered different levels of difficulties and presented various characteristics.Secondly from two perspectives of the motivation and land use, this paper select several typical features to analysis cases. It can be divided into four patterns, to be specific, surviving for maintaining staff for social stability as pattern one, raising money for technology upgrading and factory expanding as pattern two, market exit due to poor management or industrial restructuring as pattern three and being forced out due to the variation of location conditions as pattern four. Then analysis the features, motivation, transfer of title, choice of land usage, cost and the limiting conditions of that four patterns. It turned up to be diverse of the new function of industrial land such as apartments, shopping mall, cultural and creative industrial park and so on. Then summarize the pros and cons during the process of redevelopment.In the end, the paper proper proposes planning adjustment strategies. At a macro level, redevelopment of industrial land should be consistent with industrial upgrading. At intermediate level new function of the land should be adapted to the city’s function distribution and pay more attention to long-term repay instead of short-term gains. At micro level city manager should focus on the adjustment of scale and texture. Then the paper offered coping strategies for solving problems the enterprise of four patterns has encountered and carried out the solutions of binding land operation mechanism, laying emphasize on the use of historic resources and the policy of reward and finance support.The strategies are aiming at serving upgrading the function of city by means of redeveloping inventory industrial land in a smarter way.
