Urban comprehensive utility tunnel engineering as a new type of municipal facilities,it lays all kinds of engineering pipelines in a centralized way,realizing intensive utilization of underground space.Its development has improved the comprehensive carrying capacity of urban pipelines,effectively increased the investment in public goods and promoted the input of social capital,which is conducive to the vigorous development of the national economy.In July 2015,the state council issued the guiding opinions on promoting the construction of urban underground comprehensive pipe corridor,which put forward relevant requirements for the construction of urban comprehensive pipe corridor.Based on the differences and experience in the construction of domestic and foreign comprehensive pipe corridor projects,the development and construction of urban comprehensive pipe corridor projects in China were carried out.The construction of urban comprehensive pipe corridor can solve many problems brought by traditional pipelines.As a kind of urban infrastructure,it has the advantages of convenient maintenance and management,strong resistance to natural disasters,and improvement of underground space resource utilization.As a kind of linear strip project,urban comprehensive pipe corridor project has the characteristics of large span of construction area,large interference of urban traffic flow and traffic flow,and changeable natural geological conditions of construction,which makes it difficult to control the project cost and puts forward higher requirements for the cost control of urban comprehensive pipe corridor project.At the present stage,China pays more attention to technical innovation in the construction of urban comprehensive pipe corridor project.However,the cost control method and efficiency are not good,and a large amount of time is spent at the same time,which can no longer meet the demand of enterprises for the accuracy and efficiency of project cost control.Paper using the method of mathematical modeling,and the theory of gray system theory,value engineering methods combining with the urban comprehensive utility tunnel engineering construction,engineering cost control phase classification and the current situation at present,the project cost control,relying on existing engineering cost data,put forward to the whole process of urban comprehensive utility tunnel project construction cost control as the analysis object,contact the project nature to explore difficult in the process of cost control,the cost control way to find reasonable,accurate,puts forward the urban comprehensive utility tunnel project construction cost control at various stages of the corresponding measures.Firstly,based on the research background,the paper puts forward the research problem.Through the literature review and analysis in Chinese and foreign languages,thispaper discusses the construction characteristics of urban comprehensive pipe corridor project,the problems of cost control at the present stage,and the related contents and methods of project cost control.In the bidding stage of urban comprehensive pipe corridor project,the gray system theory is used to model the project cost and determine the bid price according to the database,which is highly operable.In the construction preparation stage,the method of value engineering is used to study,analyze and compare the construction scheme with the means of expert investigation,so as to select the best construction scheme.Comprehensively balance the quality,progress and cost,and use the gray prediction model of metabolism to predict the settlement price of the next month in the construction phase,so as to obtain the forecast cost information of the month,which can be used to adjust the work plan of the month,so as to ensure that the construction cost of the month is within the controllable range.The research results of this paper provide theoretical guidance and evidence for municipal enterprises to improve cost management and accelerate the establishment of modern enterprise management system.
