Entering a new era,the development of urban-rural integration has entered a new era.The construction of basic public service is one of the important contents of urban and rural construction,which is a bridge connecting residents and public resources.Scientific and reasonable allocation is an important means to reduce the difference between urban and rural areas and realize the equalization of basic public services between urban and rural areas.The newly issued planning and design standards for urban residential areas put forward the allocation mode of 15,10 and 5 minute life circle to organize public service facilities and living space,and the traditional allocation mode of residential area residential area residential group ended.To organize community life in the way of life circle is an important change that urban planning gradually pays attention to people's life quality and actual needs.The allocation of basic public service facilities in traditional counties is still based on the construction mode of "index classification-thousand person index" from the top to the bottom,following the level sequence of "County Town Central Village natural village".This not only ignores the actual needs of people and their differences,but also splits the development of urban-rural integration.In view of this,this paper tries to overcome the limitations of traditional configuration,and discusses the optimization of basic public service facilities configuration in Shouxian county from the reconstruction of configuration system and methods.Firstly,according to the universality and particularity of county-level cities,this paper constructs the spatial evaluation model of county-level basic public service facilities from three dimensions of "accessibility","availability" and "acceptability",and takes Shouxian County as the empirical research object to carry out the comprehensive application of the evaluation model.The conclusion of the evaluation is that the allocation level of basic public service facilities in each township shows certain characteristics of stage and evolution due to the influence of economic development level and population scale.According to the judgment of coupling effectiveness,the author summarizes the current situation of basic public service facilities in Shouxian into four development stages,and expounds its connotation and deep-seated reasons.Secondly,based on the analysis of the deep dilemma in the allocation of basic public service facilities in Shouxian County,and the horizontal comparison between the "traditional" and "life circle" allocation systems,the traditional allocation system of basic public service facilities in the county according to the "County Town Central Village natural village" level sequence has defects and increasingly shows its irrationality.This paper breaks through the traditional inertia thinking and innovates the spatial analysis technology,introduces the "life circle" configuration theory to explore a new integrated configuration system of urban and rural basic public service facilities,and demonstrates its feasibility and necessity.Thirdly,under the guidance of life circle allocation method,this paper discusses the optimization of basic public service facilities allocation in Shouxian county from three aspects: the fairness and efficiency of facilities allocation,residents' willingness to travel survey and the evolution of urban and rural settlement time sequence.Based on the residents' needs and the goal of seeking service population maximization with limited public investment,the existing facilities and settlement space are fully considered Influence,with the help of ArcGIS spatial analysis tools,construct a four-level life circle system with Shouxian county's regional characteristics,that is,allocate basic public service facilities and organize urban and rural residents' lives according to the first level life circle,second level life circle,third level life circle and fourth level life circle.Finally,based on the division of four-level urban and rural life circle system in Shouxian County,combined with the current situation of the allocation of basic public service facilities in Shouxian county and the new needs and trends of future development,based on the relevant national,provincial and municipal standards,taking full account of the population size and service scope of life circle at all levels,according to the classification of education,health care,culture,sports and elderly care service facilities,this paper puts forward the following suggestions The standard guidance of supporting construction of basic public service facilities in Shouxian county with regional characteristics can provide some enlightenment to the technical specifications in line with local characteristics.Figure [80] Table [52] Reference [91]...
