In recent years,with the increasing demand for water resources in human society,the contradiction between the rapid development of social economy and the continuous reduction of water resources carrying capacity has become increasingly prominent.Therefore,it is urgent to strengthen the management of water resources and build a water-saving society.In this case,the water resources ownership management method came into being,that is,the management of water rights.The basis for water rights management is the allocation of initial water rights.Therefore,the initial water rights allocation is the core link.The initial water rights allocation refers to the water resource management department allocating water use rights to the corresponding water use industries,mainly including industries such as industry,agriculture,ecology and domestic water use.Basin management agencies and departments or government agencies,etc.,carry out initial water rights confirmation.After the initial water rights are determined,effective rights management is carried out to strengthen the water rights awareness of water users,clarify the responsibilities and rights of water rights work,and promote the rational and efficient use of water resources.At present,water rights management mainly has problems such as complex boundary conditions of initial water rights allocation algorithm
