Research On Social Responsibility Performanceevaluation Of Chinese Public Welfare Enterprises

Since the reform of state-owned enterprises in China,the economy has developed rapidly.However,most state-owned enterprises ignore their own social responsibilities and focus solely on economic development,leading to excessive damage to natural resources,the environment and society.In response,the 18 th CPC Central Committee and the government required state-owned enterprises to carry out classification reforms,through function definition and classification,etc.The current state-owned enterprises in China’s market are classified into public welfare and commercial sectors,and classified reform strategies are implemented to further strengthen the government’s supervision of state-owned assets.Through classification and responsibilities,scientifically resolve the lack of social responsibility of public welfare state-ownedenterprises.This article evaluates the performance of social responsibility of public welfare enterprises through the analysis of the concept of public welfare enterprises and the analysis of social responsibility performance of public welfare enterprises.It is concluded that the research on social responsibility issues of public welfare enterprises is of great significance to the improvement of national quality of life,environmental protection and social contribution in the future.Stakeholder theory,corporate citizenship theory,and corporate social responsibility theory as the theoretical model foundation for further research,Scientifically integrate the connotation,extension,characteristics of social responsibility of public welfare enterprises,and relevant international authority systems,indicators,and factors.The literature analysis method was used to sort out concepts such as social responsibility and social responsibility performance evaluation of public welfare enterprises,public welfare enterprises,and finally find out the index factors that fit the system.Using AHP analytic hierarchy process and MATLAB software ahp program to scientifically and rationally assign indicators and weights to indicators,and finally complete the construction of social responsibility performance evaluation system for public welfare enterprises.The system is used to evaluate the social responsibility performance of the case public welfare enterprise,China Communications Construction Group in2014-2018,and the analysis results are compared with the social responsibility report issued by the state to verify the scientificity of the system.Through the system evaluation research,we can find out the direction and degree of social responsibilitydeficiency of public welfare enterprises,and improve it through relevant countermeasures and suggestions.
