Research On The Fulfillment Of Social Responsibility By Central Enterprises From The Perspective Of Government Supervision

During the period of rapid economic development in China,corporate social responsibility has received more and more attention from the government and society.As an important part of social responsibility,social public welfare responsibility is not only a module that is most inclined to directly provide public services to the society,but also a key link in the corporate development strategy.The performance of social public welfare responsibilities has a certain impact on the sustainable development of the country,society and enterprises.All sectors of society are paying great attention to the performance of social public welfare responsibilities by enterprises.Central enterprises are not only a unique type of enterprise in our country,but also the mainstay of our country's overall economy,an important support for pillar industries,and an important force of foreign exchange.It is also an important cornerstone of harmony and stability in the development of socialism with Chinese characteristics in the new era.Its behaviors in performing social public welfare responsibility are naturally subject to more supervision and regulation by the government.From the perspective of government supervision,the fulfillment of social public welfare responsibilities by central enterprises has become a study of unique significance in the stable development of society.The article is based on real-time updated social public responsibility reports of central enterprises,the development of public welfare undertakings and the practice content of central enterprises in fulfilling social public welfare responsibilities.Based on China's basic national conditions as well as the basic situation of ZGDT Group's performance of social public welfare responsibilities,it compares the performance of central enterprises' social welfare responsibilities with non-state-owned enterprises.From the perspective of government supervision and based on the core theories,it analyzes the current situation of central enterprises' performance of social public welfare responsibilities.Taking ZGDT Group as an example,this article deeply analyzes the problems in the process of China's central enterprises fulfilling their social public welfare responsibilities.And at the same time,combined with the implementation of government supervision and the impact of government supervision on central enterprises' performance of social public welfare responsibility,it seeks to maximize the benefits of both central enterprises and social public welfare.From the perspective of government supervision,this paper points out the reasons of the problems,such as the lack of relevant legal system,the weak initiative of government supervision,the inadequate publicity and guidance of the government and the weak executive power of supervision.And further from the same perspective,the paper puts forward the suggestions on regulating the social public welfare performance of the central enterprises,including building the legal system,improving the initiative of government supervision,enriching government's guidance and publicity and strengthening the enforcement of government supervision,which clarify the direction and future development of government supervision in the performance of social public welfare responsibilities of the central enterprises.
