With the acceleration of urbanization,the urban population is increasing and the cities are expanding,the hardened area of public places such as roads,residential areas,squares and other public places is also getting larger and larger.Although the hardening of these cities brought convenience,but at the same time,the rainfall cannot infiltrate into the soil,which makes rain-water gather more and more,turn into waterlog.In 2012,the State Council put forward the concept of "Sponge City" under the main reasons such as frequent extreme climate,overexploitation of urbanization,water shortage and so on.At present,the construction of Sponge City in domestic cities is only to solve the complicated water problem by building "grey" infrastructure through a single goal or relatively isolated from the surrounding engineering measures.Firstly,the differences and similarities of Sponge City,low impact development and urban ecological landscape concept are compared,and the design concept and operation effect of urban ecological landscape planning and design at home and abroad are analyzed.The limitation of traditional Sponge City-low impact development system is discussed,and it is concluded that the planning and design of ecological landscape system will play a good role in the construction of sponge city and even the whole area ecosystem.Secondly,the status quo of green space and water system in the central urban area of Quanzhou City is investigated.The proportion,quantity and distribution of land use are not reasonable.The planning of water system and green space system is not well combined and lack of systematicness.According to the characteristics of existing ecological landscape in Quanzhou,the concept of urban ecological landscape planning-Ecological Belt planning in Quanzhou are put forward,and from the point of view of planning and designing urban ecological landscape,The planning management of Sponge City is carried out in the way of "plane-line-point",a water ecological safety network system with reasonable spatial layout is constructed,and the existing problems of green space and water system in the central urban area of Quanzhou are solved in the form of planning and construction of ecological landscape.Achieve sponge effect,for the innovation of Sponge City construction management model to provide a theoretical basis.Finally,through the ecological landscape planning and design of the middle section of Binhai Street in the Donghai District,the SWMM model is used to simulate and evaluate the pre-development model,the traditional development mode and the urban ecological landscape construction model in this area.It is concluded that the total runoff of Rain Water in the urban ecological landscape construction mode is smaller than that of Rain Water runoff in the traditional development mode,which is closer to the state before the development of the block.The feasibility of constructing a Sponge City in the urban ecological landscape is demonstrated.In the aspect of planning and management of Sponge City,the planning scope,planning level and evaluation management system are defined by the way of "plane-line-point",so as to form a city-wide Sponge City to carry out planning.A water ecological security network system with reasonable spatial distribution is constructed.The surface Rain Water runoff simulated by SWMM software is regarded as an important quantitative assessment index to provide technical support for the innovation of the construction and management mode of Sponge Cities.
