The transmission and distribution price is the middle link of electricity price.Reasonable transmission and distribution price can provide precise economic signals to electricity trading entities,adjust the relationship between supply and demand in the market,promote the grid enterprises to manage and use transmission and distribution resources more efficiently,and improve the security and economy of operation of power system.The new round of the reform of electric power system proposes that it should be an important work to encourage social capital to invest in electricity distribution businesses and in the sale electricity market.In recent years,the national polices have gradually increased the support for the construction of incremental distribution network,which has also attracted the attention of investors from all walks of life.Due to the different attributes of distribution service and transmission service,distribution pricing methods should focus on the cost fairly sharing among different users,while the current pricing methods of transmission network and distribution network approved by the government are still uniformly,and the traditional pricing scheme of transmission and distribution network based on different voltage levels does not consider the load characteristics of users,so that it cannot reflect the difference of the extent to which users use the distribution network.Therefore,in order to promote the development of distribution network and improve the efficiency of network operation,it is urgent to develop an independent distribution pricing method.In this paper,the cost allocation method,pricing method considering load characteristics and incremental distribution network pricing method are reviewed,and the characteristics of various cost allocation methods and pricing methods are compared and analyzed.Based on the study of the general distribution pricing method CDCM in the UK,a distribution pricing model considering the load characteristics is proposed.The classification of user types,the structure of charges and the calculation methods of various types of charges are introduced in detail.Firstly,the distributioncost is allocated among different voltage levels,and the corresponding annual unit capacity cost is calculated according to the system simultaneous maximum load.Then,according to different types of users,the proportion coefficient which determines the proportion of each of unit charges and capacity charges or fixed charge by which the cost is recovered should be acquired.Based on the analysis of the load characteristics of users,different types of charges are priced differently.This model uses the method of fuzzy clustering to divide the peak,flat and valley distribution time bands,and calculates the charges in different time bands according to the characteristic factors such as load factor,coincidence factor and peaking probability which represents the probability that power system at that network level would experience maximum load during that distribution time band.The model also gives the pricing method of the settlement charges for end users supplied through an embedded incremental distribution network.Finally,an example is given to demonstrate the rationality and feasibility of the model.It is showed that the method is simple and practical,and can give users the efficient price signals and also ensure the cost allocated fairly among different users.
