The Research Of Urban Village Reforemation Policy In Kunming Xishan District

Under the pressure of urbanization accelerating and space shortage, the reconstruction of villages inside the city become a public issue that the local government should take into account. In2008, Kunming municipal government makes the decision of reconstructing336villages inside Kunming main urban area (294km2range, do not contain Chenggong) within5years. Currently, notable effects were obtained by implementing reconstruction policy, however, the problems of fund shortage, public policies’ objective is uncertain, lacking execution and insufficient participation still impede the pace of reconstruction. The local government should think seriously about how to improve related policies, explore better patterns, strengthen administrative management and gaining public support to make the reconstruction process more smoothly, and achieve the goals that improving regional environment and living conditions, promoting economic development, maintain social stability and providing high quality public services.After reviewing the relevant domestic and foreign research results of village-in-city reconstruction, it is found that there are extensive researches on concept, feature, classification and modes of urban village reconstruction, especially on the origins, existing problems and reconstruction strategies. However, the studies of public policy setting, implementation and optimization are scanty. This dissertation will analyze the current situation, including the purpose, process and element of public policy implementation, based on the "Three-circle" Theory, and bring up research purpose and direction.The research object is implementation of urban village reconstruction policy in Xishan District of Kunming. This dissertation will use questionnaire method to analyze problems and reasons in the process of reconstruction in three aspects:value, capability and support, which is based on the "Three Circle" Theory proposed by Professor Mark·H·Moore of Harvard Kennedy School of Government. Combining with practice of reconstruction urban villages in Xishan District, strategies and suggestions are put forward in aspects of changing value orientation, enhancing execution power and obtaining wide support, which will be adjusted, consummated and optimized in future public policy implementation.It is obvious that the public value is the foundation of successful policy execution, capability is the guarantee of policy implementation, and the public support and approval is the key to achieving policy objectives. For the effective execution of reconstruction policy, firstly, the starting point should be public interests. Local government should set up the correct value orientation that urban village reconstruction must be beneficial to public, and achieve the aim that developing economy, improving life quality and social harmony. Secondly, the government should integrate resources of manpower, property and information, standardize structure, ensure sufficient project funding, optimize work processes and strengthen administrative controls. Lastly, the government should establish public participation mechanism and policy information communication mechanism, build a fair-and-square benefit expression platform for government, development enterprise and public. A win-win situation can be achieved after effective interest integration on the basis of mutual understanding and supporting.
