In order to reduce the consumption of fossil energy and promote the development of renewable energy,various countries have formulated a series of policies and guidelines.Renewable portfolio standards is a kind of macro-control means,which can realize the effective operation of the quota mechanism through its supporting market system,and also it can clearly define the responsibilities of the trading entities involved in the electricity market and help to enhance the competitiveness and high-efficiency initiative of the market.In the context of renewable portfolio standards,it is necessary to build a supporting market system according to the actual situation of each country.At the same time,there are also game and strategy choice behaviors among the responsible subjects who undertake the quota obligation.In order to further study the impact of renewable portfolio standards system on market participants,this paper summarizes the implementation of the quota system in various countries,on the basis of which,it constructs the electricity market trading system in line with the development status of China under the quota system,and then conducts simulation and analysis on the different situations of the implementation of the quota system in the generation side and the sale side.Starting from the essence of renewable portfolio standards and green certificate,this paper analyzes the price and supply-demand relationship of green certificate market and power market,and then summarizes and compares the similarities and differences of renewable portfolio standards in different countries and regions.Then,on the basis of the "renewable energy power consumption responsibility weight" mechanism in China,the market system under the coordination of multi energy policies is constructed,and the mechanism of carbon emission trading market,wholesale market and consumption trading market is further refined,which provides theoretical basis and research guidelines for the following research content.In view of the situation that the quota system is implemented in the power generation side,the paper constructs an equilibrium model of the coordination between the wholesale power market and the green certificate market,and analyzes the strategic behavior of the power producers in the market.According to the equilibrium model,a multi-swarm co-evolutionary algorithm is proposed to solve the multi oligarch game.Based on the dynamic game theory,the optimal fitness function is used to judge whether the strategy set of power generation companies in each generation reaches the Nash equilibrium,and then the interaction between the wholesale market and the green certificate market is analyzed.The simulation results verify the effectiveness of the co-evolutionary algorithm and the increase of the market quota ratio,which can effectively increase the power generation output of the renewable firms and reduce the power output of the thermal power producer.The game between the thermal power producer and the renewable firms raises the prices of the two markets at the same time.In view of the situation that the quota system is implemented in the electricity selling side,this paper studies the combination transaction strategy of retailers and analyzes the combination transaction mode of the retailers in the conventional power contract market,the spot market,the option market,the medium and long-term renewable energy market and the green certificate market,and constructs the double objective optimization model of maximizing the expected benefit and minimizing the loss risk by using conditional risk value index.This paper analyzes the influence of different power purchase schemes,different aversion factors,different quota ratios and option market's parameter settings on the power purchase and sale strategies of retailers.The results of the example provide a certain basis and research ideas for the optimization strategy of electricity purchase under different risk preferences of electricity retailers.
