The ocean is rich in biological resources,mining and using marine living resources effectively is significant to sustainable development.Fishing ports are main mining facilities for marine living resources,domestic fishing ports has obvious economic characteristics of small-scale farmers.Under the macro background of China's building a maritime power,we should fully learn from the rich extension of foreign fisheries and the complex diversity of their fishing ports.Building Fishing Port Economic Zones(FPEZs)with diversified industries will greatly promote the development of marine economy.This paper reviews the development process of FPEZs and the understanding of the official and academic circles in each period,and sums up the three major characteristics of FPEZs,which are industrial leading,sea-land coordination,and multi-participation.According to the actual needs and specific problems in the practice of FPEZs,it is appropriate to apply the thinking mode and working method of urban and rural planning to formulate the planning of FPEZs.Finally,according to the classification of FPEZs,this paper selects the author's experience in Fujian Province as introduction cases,trying to summarize the planning methods of FPEZs.Firstly,industrial planning and spatial delimitation should be carried out in parallel.Secondly,spatial planning should focus on the linkage of port,industry and city as well as the sea-land coordination.Thirdly,compilation of planning results should think of the needs of multiparticipation.The author hopes that through researching FPEZs and their plans,to provide theoretical basis for further research of future FPEZs,and provide solutions for practice of FPEZs,and serve as a reference for other FPEZs plans.
