With the rapid growth of China's economy, general aviation industry has attracted the attention of the society, and has gradually become an important part of the national economy. When the domestic general aviation companies expand the amount of transportation resource to meet the demands, they need to innovate the way of management to promote the utilization rate of capacity resource. Therefore, how to use technology to schedule resources reasonably and improve company's operating method is a problem that the industry needs to solute urgently.Under the background of power inspection, the capacity matching is divided into resource planning for all regions and capacity matching in the single region.Firstly, the resource planning model is built, which is solved by improved grey wolf algorithm to determine the number of resource in all regions.Secondly,a capacity matching framework based on multi-agent is set up.The matching results is obtained by applying multi-agent negotiated algorithm based on bidding mechanism.Refer to the matching results, resource scheduling models are established to get the highest utilization rate of crews. Finally, the experimental results demonstrate that the proposed method is effective in promoting the efficiency of capacity resources.According to the theory and experimental results, the general aviation capacity matching software under C/S mode is designed by using tools like Eclipse,JADE,MySQL and other scientific software. The matching software could provide capacity planning, capacity matching and scheduling recommendation after importing general aviation enterprise's basic data. The results prove that the software can be helpful for users to make decisions.
