Aviation maintenance industry is important for the development of civil aviation industry and is a high technology content, high qualification requirements, undertake high-risk industries. Security management is one of the factors affecting the development of aviation industry. In the aviation maintenance industry, maintenance staff is an important resource, which is closely related to quality. Currently, repair personnel management still stays in the experience management. At the same time, with multi type, multi project environment, more and more bad characteristics, this management mode is difficult to adapt to the rapid development of the industry.So, scientific and reasonable arrangements for maintenance staff is important for aviation maintenance, so the scientific scheduling maintenance staff, one can efficiently complete the repair project, on the other hand can ensure the quality of maintenance.In the repair process, if we can arrange the right staff do the right thing, to some extent, will ensure the maintenance of quality and efficiency. This paper describes the current situation the aviation industry and aviation maintenance enterprise features, and analyzes the aviation maintenance enterprise management status and problems. Secondly, the paper presents the general idea of aviation maintenance personnel scheduling scheme. According to the characteristics of aviation maintenance staff, the paper used the literature analysis methods, content analysis methods and survey methods, to select relevant indicators evaluate aviation maintenance staff capabilities. While building maintenance project task decomposition methods, and maintenance tasks capacity needs for quantitative assessment of expert scoring rules. Third, considering multi-skilled workers, task factors change, more projects, the paper established the maintenance staff scheduling model when the environment does not change, and at the time of environmental change. And give the maintenance staff scheduling method for solving the model when the task increases, the extension or multi-project management. Finally, the paper takes APU dismantling project as an example, through MATLAB simulation show that the model has a certain practicality, and improve work efficiency.
