The available resources of civil aviation have been unable to meet the increasing demand of air traffic flow as the rapid development of civil aviation transportation industry.It is easy to produce flight delays,the most serious of which is large-scale flight delays.The assessment of the extent of large-scale flight delays can not only compare the extent of flight delays of different nodes,routes,and air traffic networks,but also judge the current and future traffic state of nodes,routes,and air traffic network based on the values of various indicators.Therefore,it can provide references for the related unit to take effective measures to control the safe and effective operation of nodes,routes and air traffic networks,and can also provide a theoretical support for dealing with issues related to large-scale flight delays in the future.On the issue of large-scale flight delay assessment,this paper intends to redfine the relevant theories of large-scale flight delay from the perspective of the air traffic network flow system,establish the corresponding indicator system based on the actual operating conditions,and construct air traffic network large-scale flight delay evaluation model based on the positive and negative ideal point method and the entropy weight method.Finally,the data of a large-scale flight delay in a certain air traffic network was used as an example to verify the feasibility of the model.Details as follows:Firstly,the attributes of the air traffic network flow operation system are expanded,the related definitions of flight delays are clarified,and the concept of large-scale flight delays is redefined from the perspective of the air traffic network flow system.The traffic flows in the air traffic network flow system are classified based on the actual operating conditions.And find the characteristic parameters of delayed traffic flow and define them.Secondly,the traffic flow state of the air traffic network flow system is divided by referring to related theories of road traffic,which are mainly divided into three types:unimpeded flows,crowded flows and congested flows.In view of the differences in actual operating characteristics between air traffic and road traffic,air traffic crowding and congestion are defined separately,and the concept of air traffic performance index which is proposed and calculated based on fuzzy comprehensive assessment to discriminate air trafficflow states.Finally,according to the characteristic parameters of delayed traffic flow and basic elements of the air traffic network,the evaluation index system of delayed flight is established based on the actual operating conditions,and the positive and negative ideal point method and entropy weight method are used to establish the flight delay evaluation model.It can be used to evaluate and compare the delayed extent of different nodes or routes,and then give nodes and routes a certain weight to evaluate the delayed extent of air traffic network.Take the data of a large-scale flight delay as an example to prove the feasibility of the theory.
