In recent years,the government has attached great importance to the construction of emergency management systems and aviation emergency rescue capabilities.General aviation plays an irreplaceable role in emergency rescue due to its flexibility,maneuverability,fast speed,and weak geographic restraint.In addition to the government’s leading forces,with the increase in number and strength of general aviation companies,they have also begun to play a role as supplementary forces in emergency rescue,to a certain extent,alleviating the tension of public rescue forces and better meeting the needs of personalized rescue.Different rescue supply models have differentiated product attributes.Pricing according to different characteristics of service products,regulating rescue forces of different supply models,and cultivating marketbased rescue forces are the key points of this study.This paper takes the general aviation emergency rescue service as the research object,and uses the service product pricing theory and quasi-public goods theory as a guide.It draws lessons from the United States,Japan,Australia and other countries in the general aviation emergency rescue supply model and pricing experience.The current status of aviation emergency rescue and the current status of service pricing.The pricing analysis of the government-led service model for government purchases,combined with the characteristics of its quasi-public goods,the perishable characteristics of service products,and the uncertain characteristics of emergency rescue needs,adopted two pricing methods,Ramsey-Boot,respectively.The pricing method constructs a pricing model and proposes a pricing strategy.At the same time,considering the general aviation emergency rescue services in the market supply mode,considering the risk factors of the cultivation and growth stages and the types of consumer risk attitudes,a pricing model and a dynamic pricing strategy for the market cultivation and market maturity stages are proposed.This study has certain guiding significance for strengthening the emergency rescue force of general aviation,advancing Chinese general aviation enterprises to participate in emergency rescue,and promoting its commercialization practice.
