Research On Government Role In The Development Of General Aviation Industry In Zigong City

General aviation industry is a national strategic emerging industry.Different from other industries,due to the restrictions of key elements such as airport and airspace,the starting threshold of general aviation industry is high,which must depend on the planning,regulation and integration of the government.Otherwise,it is impossible to achieve healthy,rapid and balanced development by relying solely on the regulation of the market.Local governments should accurately grasp the development status and trend of general aviation industry,follow the objective law of economic development,combined with the actual situation of local development,adhere to government guidance,policy support,market leadership,enterprise participation,overall promotion,and avoid resource waste.The role of the government is to guide the development of the industry through the formulation of policies;Provide hardware support for the cultivation and development of industry through the construction of necessary infrastructure;Ensure the healthy development of the industry by formulating laws and regulations regulating and amending market behavior;Establish industry standards through the standard system;Accelerate industrial integration and technological upgrading through talent guarantee and scientific research investment.To play the fundamental role of the market is to follow the operation law of the market economy,give full play to the advantages of the market in resource allocation,improve the management level and R&D and manufacturing capacity of enterprises,and constantly enhance the core competitiveness of enterprises.Both the market and the government have the possibility of "failure".The government should clarify the boundary of its own functions,what links should be played by the market,what links should have the participation of the government,and the scope and degree of government participation need to be clear.For the general aviation industry,when the market can not play a role and the government needs to lead and intervene,the government should take the initiative.When the general aviation industry develops to a certain scale and the market can rely on its own strength to realize the optimal allocation of resources,the government should fully respect and give full play to the main role of the market.The government must draw a clear line to intervene in the market economy.Only through flexible adjustment and targeted,the general aviation industry can achieve healthy and orderly development.Zigong has the only general aviation industrial park in southern Sichuan at present,with advantageous conditions such as location,airport and airspace.However,the government also has to face some difficult problems.Solving these problems,giving full play to the key role of the government will help Zigong speed up the formation of a 10 billion general aviation industry cluster,provide a strong driving force for the development of general aviation industry and upgrading of Zigong,also benificial for the industrial transformation.Based on market failure theory and government role theory,this paper studies the relationship between the role of government and the development of general aviation industry by empirical research,case analysis and comparative analysis.It is found that Zigong’s general aviation industry has many problems,such as unreasonable formulation of industrial development planning,lagging infrastructure construction,insufficient supply of general aviation related regulations and standard systems,and limited provision of talents and technical services.The main reasons are that the local government’s idea of developing the general aviation industry is not clear,the source of general aviation construction funds is single,the role of the government for this industry is vague the mechanism of talent introduction and training is not perfect.Based on theoretical analysis,empirical analysis and case analysis,this study believes that we should adopt strategies such as making overall planning according to local conditions,accelerating the improvement of general aviation infrastructure,strengthening policy support and service,and improving talent introduction and training mechanism to improve the government function mechanism and maximize the effect of government function,so as to effectively promote the development of general aviation industry in Zigong City.
