Research On Problems And Countermeasures Of General Aviation Emergency Rescue Service Supply In Sichuan Province

At present,China is one of the countries most severely affected by natural disasters in the world.Not only are there various types of natural disasters,but also demonstrate characteristics of high frequency and great impact.Therefore,China attaches great importance to the emergency management system and capacitybuilding.Xi Jinping,general secretary of the party,pointed out clearly that it is necessary to strengthen the construction of emergency rescue teams,and build an emergency rescue team with special functions,quick response,strong working style and high ability.In particular,it is proposed to strengthen the construction of aviation emergency rescue capacity and improve the emergency rescue airspace support mechanism.Sichuan is a province with a large population and economy in China.It is also one of the provinces most affected by natural disasters in China.After the "5.12" Wenchuan earthquake,the tri-state ethnic areas which are ABa Liangshan,Ganzi,and Longmenshan earthquake fault zone and other high mountain gorge areas not only suffered many and severe disasters,but also were extremely difficult to rescue.Ground transportation was easily blocked,therefore,aviation emergency rescue forces need to be dispatched quickly at the critical moment.In response to the national requirements of winning the battle to prevent and resolve major risks,Sichuan Province attaches great importance to the construction of aviation emergency rescue forces.In 2018,Sichuan Province took the lead in organizing general aviation enterprises to build a general aviation emergency rescue team.At present,Sichuan Province is gradually promoting the construction of the general aviation emergency rescue system.In this paper,through sorting out the relevant research and literature of general aviation emergency rescue service supply,combined with the relevant laws and regulations,policies and the actual situation of general aviation operation in Sichuan Province,using the public goods theory,new public service theory and multi-center governance theory,the problems existing in the current general aviation emergency rescue service supply in Sichuan Province are summarized and analyzed.The basic content of this paper: the first chapter is introduction,which describes the research background and research status at home and abroad,and also explains the research methods used in this paper;the second chapter is related concepts and theoretical basis,which clearly defines the key concepts used in the research,and expounds the theoretical basis used in this paper;the third chapter is analysis of the current situation of the supply of Sichuan general aviation emergency rescue service,explained from the service supply organization,mechanism,rescue ability,service content,and other aspects;the fourth chapter is the main problems of Sichuan general aviation emergency rescue service supply;the fifth chapter is the analysis of Sichuan general aviation emergency rescue service supply problems;the sixth chapter is the experience of domestic and foreign general aviation emergency rescue service supply;the seventh chapter is the countermeasures to optimize the supply of general aviation emergency rescue service in Sichuan Province;the eighth chapter is the conclusion and prospect,with references,appendices and acknowledgments.It is found that there are some problems in the supply of general aviation emergency rescue service in Sichuan Province,such as weak rescue ability,inadequate management,unclear responsibility relationship,lack of market vitality,lack of evaluation and assessment,etc.In this paper,the reasons lie in the following aspects.Firstly,it is limited by the development of the general aviation industry.Secondly,the government has little support for the production of general aviation emergency rescue services,and has not yet promoted the purchase of services.Third,the government’s standards in all aspects of service supply are not clear,which makes it difficult to implement the service evaluation.In addition,the construction of general aviation emergency rescue system in Sichuan Province and even the whole country is not mature,which seriously restricts the development.In view of the existing problems,this paper focused on strengthening the cooperation between the government and enterprises,and proposed the corresponding countermeasures on how to jointly improve the supply of general aviation emergency rescue services in Sichuan Province.On the basis of service supply,it is necessary to improve the system construction,speed up the construction of general aviation airport and helicopter take-off and landing point,and promote the reform of low altitude airspace;in terms of the organization and management of general aviation emergency rescue force,it is necessary to give full play to the advantages of the government purchase service mode,improve the standard formulation,and strengthen the supervision and performance evaluation of rescue force;In terms of the goal of general aviation emergency rescue service supply,it is necessary to realize the reasonable distribution of rescue forces,rapid response,standardized and professional development.
