The modern intelligent supply chain system has gradually developed into an integrated innovation and collaborative development system which deeply integrated the current information technologies like the Internet,big data and Artificial Intelligence etc..It is in the development staged of transitioning to digitization and intelligentialize.The core of digitization transition is the construction of informationizing,internetizing and standardizing each process of supply chain,by which could improve company's efficiency on internal control and external collaborative management,promote to cost-saving,profit-increasing and supplies and demands matching,and support the intelligent operation of company.The procurement demands plan is the first step to execute the process of sourcing and bidding in big companies.The business process involves multi-departments collaboration including demands department,procurement department,legal department and supervision department,as well as multi-levels audit from enterprises management like bidding procurement leading group.Through designing and implementing the Material Demand Planning Review System,the big companies could solve the problems of internal procurement plan review on process standardization,purchasing normalization,information collaboration and whole-process visible control.This paper takes business sample of the materials demanding plan management in State Grid Sichuan Electric Power Company.By constructing Material Demand Planning Review System and learning implementation methodology from mature information software Projects,they divided the implementation process into six phases,which are demands analysis,business blueprint and system architecture designs,detailed design,system development,system testing and system on-line operation.In the phase of demands analysis,through researching,interviewing and group meeting etc.,we analyzed the current business situations and existing problems of materials demands plan management,sorted out business dilemmas which is hoped to be solved by related business department,prioritized business demands and finally formed the business researching and demands analysis reports.In the phase of business blueprint and system architecture designs,the MaterialDemand Planning Review System had been divided into 7 modules including procurement batch management,procurement plan management,procurement plan approval,procurement scheme management,procurement scheme approval,document structure and electronic signature,evaluation management.According to them,we designed business blueprint,data architecture,technical architecture,system architecture,database structure to output the complete system design scheme.In the phase of detailed design,we designed in detail on system key module to form the system functional architecture,and designed managing and controlling logic and functional logic for each business modules to form functional design sequence diagram and detailed functional design specification.In the phase of system development,we completed system prototype design and achieving,front-ends design and achieving,back-ends coding,database achieving until completing development of the Material Demand Planning Review System.In the phase of system testing,we accomplished test case design,unit test,integration test,safety test and stress test to ensure the function,performance,stability,and safety of the system to be in line with business demands.In the phase of system on-line operation,according to On-line Operation Management Measures of Information Project,we completed system deployment and system on-line operation managing and controlling processes to make the system reach the qualifications for on-line operation.This system took eclipse as development tool,java as development language,mysql as database,tomcat as middleware,adopted html + Angular JS to achieve front-ends pages,and adopted SSM framework as technical architecture in back-ends,All these Web development techniques are considered as the mainstream,efficient,and safe development methods.The system had already finished design,development and on-line operation.Taking the function,compatibility,usability and safety of this software system into consideration,these all aspects could fulfill practical business needs on materials demands plans management.It actually solved the existing problems of low-efficiency with manual operation flow and being unable to trace and control the processes.It realized whole-process visible management and control with improving working efficiency of demands plans management,solidifying the standardized processes,enhancing normalization of procurement and heightening convenience of information collaboration.For company,the effective ways to improve internal management and control as well as operation efficiency are to realize demands planning review by informationized,internetized and standardized construction and to achieve digitized transitions on company's core business through constructing informationized platform which could match with related business management.It could achieve to manage and control demands planning review with higher precision,better time-validity and stronger agility to tamp digitized foundation of company.
