Smart meter is the important tool for energy metering,With the characteristics of high accuracy,automatic collection of electricity data,remote meter reading and multi-rate time-sharing.In low temperature environments,smart meter performance is more susuceptible to impact.In turn,it poses a threat to reliable,accurate,and stable operation of smart meter.In addition,the stability of smart merer energy metering is also concerned by electricity power companies and users.Therefore,it is of great significance to predominate the changing rule of the metering performance of the smart meter in the low-temperature environment and perform real-time online monitoring of the meter.In this paper,the smart meter online monitoring system in low temperature is studied and designed.The electrical parameter is controlled and electricity data is monitored of smart meter in lowtemperature environment.The relevant standards,assessment of uncertainty and guidelines for data processing of smart meter are analyzed,the overall working principle of the smart meter online monitoring system in low temperature environment is studied,the working principles of signal source,power source,smart meter and error processor are analyzed in detail.The smart meter online monitoring system in low temperature environment is designed,including the designing of smart meter,system hardware and system software.The system hardware includes multi-step voltage booster,pulse clock circuit,signal source,power source.The system software includes key interrupt program and serial interrupt service routine.The smart meter online monitoring system in low temperature environment is also constructed,and it is runned to achieve the real-time monitoring,remote control and data storage and transfer functions.The technical measures to ensure the accurate operation and maintenance of the smart energy meter online monitoring system in low temperature environment is provided,including the verification of smart meter,calibration and uncertainty assessment of online monitoring systems.The test data is studied and the relationship between low temperature environment and measurement error of smart meter is analyzed.On the basis,a method of using polynomial regression to obtain a polynomial function with ambient temperature as the independent variable and the measurement error of the smart meter as the dependent variable is proposed.Finally,the online monitoring data of the smart meter shows that the measurement error is ±0.5% in low temperature environment.Compared with the small load condition,the smart meter is less affected by the ambient temperature under heavy load conditions.
