The process of urbanization is accelerating,and the contradiction between water ecology and urban development is intensifying.If the city is still developed and managed according to the traditional model,the problem of water ecology will continue to deteriorate.The proposal of the low-impact development concept has broken the traditional rainwater treatment method mainly based on "drainage",and formed a rainwater management model with source control,midway reduction and end treatment.Low Impact Development(LID),also known as low impact design or low impact urban design and development,is a rainwater management method based on the principle of simulating natural hydrological conditions,using source control concepts to achieve storm water control and utilization.Through the analysis of the current topography,climate,rainfall,and urban underlying surface of Shouxian County,find out the causes of the county towns,and propose to appropriately improve the design standards in the construction of municipal drainage facilities.At the same time,learn from the successful experience of sponge city construction in developed countries,and implement the six-word policy of “infiltration,stagnation,storage,net,use and drainage” to the county.Green space,rain garden,grass and grass ditch,infiltration pavement,water system remediation and other engineering practices.According to the requirements of Shouxian sponge city construction,the construction projects are classified into: sponge municipal roads,sponge parking lots,sponge green spaces and parks,sponge buildings and communities,sponge pipe networks and municipal facilities,construction of sponge water logging and prevention measures,water system improvement.The construction of sponge-type municipal roads has rationally arranged drainage systems and green belts on both sides of the roads;In the construction of sponge car parks,low-impact development measures were reasonably adopted based on two parking modes;Sponge-type green space and park construction give full play to the four major functions of ecology,economy,sponginess and functionality.The sponge-type building and community construction divide the county of Shouxian into old communities and new communities,and take measures to solve the problems of the communities;Sponge pipe network and municipal facility construction according to local conditions to choose the drainage system,combined with the comprehensive utilization of rainwater resources in the county seat and the control of runoff pollution.Five drainage areas in the old county,Dongjin,Yincha,Xijiuli,and Jiuli were re-planned into threedrainage areas: the old urban area,the southern new urban area,and the western industrial area,construction of an ecological new urban drainage system.Construction of sponge water logging and prevention measures on the basis of making full use of the city's existing and planned water storage and storage functions,based on the terrain,water system layout and urban drainage network layout in the flood control subdivision,replan the four water logging prevention areas in the old urban area,the southern new urban area,the western industrial area and the southern new urban area.According to the corresponding division of the water logging prevention system in Shouxian County and the service range of the city's inland rivers,the water system remediation is proposed with reference to "Anhui Province heavy rain parameter contour map,calculation method of design flood in middle and small area of hill area,and analysis result of production and confluence of hill area " Review the river course and take measures for the unqualified river course.In addition,this article proposes to formulate system mechanisms such as flood control engineering,organization and command,early warning of plans,information guarantee,emergency rescue,.build a digital information management and control platform for drainage and water logging prevention in Shou County;strengthen emergency management efforts;improve the emergency management plan;link up special planning and related projects to further promote the application of the sponge city concept in Shouxian County.Through recent construction experience,the phenomenon of sea watching in the county has disappeared,the water saving effect is obvious,the greening of the urban landscape has been greatly improved,and the social,economic and environmental benefits have been significantly improved.
