Research On Pre-contract Management Of Utility Tunnel Under PPP Mode

The utility tunnel,with the obvious advantages of accommodating and managing the multi-specialty pipelines,such as water,heating,electricity and communication,which has been recognized the way to perfect urban infrastructure construction.By making full use of underground space,the construction of utility tunnel can change the appearance of city and stimulate the growth of economy.However,large-scale construction and expansion of utility tunnel projects cost large amounts of government funds,the circumstance of government financial pressure is seriously urgent.Notably,the problem will be solved by the introduction of PPP mode.while there are few practice cases about the application of PPP mode in the construction of utility tunnel projects,so the key to promote the comprehensive construction of utility tunnel is that how to reasonably and rationally choose the suitable mode as well as how to efficiently and effectively make the contract to manage the projects.Based on the study of PPP mode selection of comprehensive utility tunnel,the contract system and contract standard text of PPP mode are presented.The main works are as follows:Firstly,on the basis of the nature as well as the traits of PPP mode,giving the basic characteristics of comprehensive utility tunnel,we analyze the availability of PPP mode on the comprehensive utility tunnel projects.Meanwhile,it is practical and effective that the PPP mode applies in the utility tunnel of quasi-profit infrastructure projects.Secondly,by expounding the PPP mode of utility tunnel,we build the selection indices system which is weighted by decision data and we apply matter-element extension to choose the suitable PPP mode which is testified by the practical case.Thirdly,we certify the subsidy principle of the government by establishing the game model with the analysis of interest-related subject and cost-bearing subject throughout the life cycle in comprehensive utility tunnel.Besides,the particularity of the operation and maintenance stage is given and we conclude the relevant contract system in PPP mode.Lastly,Based on the particularity of contract guide and contract text of comprehensive utility tunnel which released by National Development and Reform Commission and Ministry of Finance,we set up the PPP contract standard text of comprehensive utility tunnel and put forward to the measures.
