Study On Evaluation Method Of Green-Transportation Development Level Of Small And Medium-sized City

The development of economy and the aggregation of population induce the increase of traffic demand, and then a series of traffic problem arises. Green transportation, as a sustainable transportation concept, is a transformation from the car to humanism as the concept standard and it is the inevitable trend of the development of city traffic. Green transportation evaluation is the key procedure of connecting green transportation theory and practice, however, in most of small and medium-sized cities, the understanding of green transportation’s importance is not deep enough. Therefore, the evaluation of the small and medium-sized city’s green transportation is a problem to be solved.Firstly, through a detailed interpretation of the connotation and features, this paper elaborates the elements and influence factors of green transportation in detail. Through an analysis of the differences between the green transportation evaluation and the traditional transportation evaluation, this paper defines the main contents of small and medium-sized city’s evaluation and develops an urban green transportation evaluation procedure.Secondly, on basis of the principle and structure of evaluation index system, this paper analyses the existing evaluation index system, and then this study adopts an analytic hierarchy process to build an evaluation index system of the small and medium-sized city’s green transportation from six scopes, namely travel, transport infrastructure, means of transport, traffic management, resource and environment, as well as social and economic adaptability. Then, a detailed description of the definitions and evaluation criteria of indexes is given.Thirdly, based on the analysis and comparison of all kinds of comprehensive evaluation method, such as expert evaluation method, grey relational degree method and DEA, this paper determine the green transportation evaluation model, which uses AHP-entropy method to determine the index weight and applies the cloud-matter element model into the green transportation evaluation of small and medium-sized city.At last, according to the green transportation evaluation index system and the comprehensive evaluation model obtained from this study, this paper evaluates the green transportation development status of a small and medium-sized city, Heyuan City, and the result shows the level of green transportation in Heyuan City is “moderate”, and there exists a trend that the level of green transportation will be “fine” in the future. According to the actual situation of Heyuan City, the paper also proposes the specific policy approaches to realize the green transportation.
