Exploration On The Reform Of Water Resources Administrative Examination And Approval System In Guangxi

The State Council convened a working conference on the reform of the administrative examination and approval system in October 2011,and made a comprehensive plan for the reform of the administrative examination and approval system throughout the country.Under this background,the reform of Guangxi’s water resources administrative examination and approval system began.After many years of reform,Guangxi’s water resources administrative examination and approval system has achieved a lot of results,but also exposed some problems hindering the reform process of Guangxi’s water resources administrative examination and approval system.Therefore,it is necessary to study the reform of Guangxi water resources administrative examination and approval system in order to promote the smooth progress of the reform of Guangxi water resources administrative examination and approval system.The reform of water conservancy administrative examination and approval system in Guangxi has carried out reform measures such as centralized examination and approval,examination and approval of administrative examination and approval,examination and approval of all matters,standardization of administrative examination and approval procedures,and introduction of Internet + government service approval system,which has improved the efficiency of administrative examination and approval,saved the resources of examination and approval,ensured the transparent operation of power,and innovated the mechanism of administrative examination and approval.However,in the current reform of Guangxi water conservancy administrative examination and approval system,there are some problems,such as the low "gold content" of canceling and delegating power,the unequal relationship between power and responsibility,the insufficient communication and linkage between departments at all levels,and the lack of a strong supervision and management system.From three aspects of consciousness,interest and system,this paper analyzes the causes of the problems,which are caused by the serious thought of official standard,the restriction of interest division and the restriction of current financial management system.In view of the existing problems and causes of the reform of Guangxi water conservancy administrative examination and approval system,this paper puts forward some countermeasures,such as deepening the reform of administrative examination and approval system,clarifying the division of powers among water conservancy departments,strengthening the construction of teams,optimizing the allocation of institutions,strengthening the supervision measures of the reform of administrative examination and approval system,so as to deepen the reform process of Guangxi water conservancy administrative examination and approval system.
