Research On The Dilemma And Optimization Countermeasures Of Parallel Approval Reform Of Construction Projects In Guangzhou

Administrative examination and approval system is one of the means of public management in China’s planned economy period,which plays an important role in market access supervision and social governance services.However,with the continuous and rapid development of the information age and market economy,the traditional administrative examination and approval system can not meet the needs of social and economic development,and the problems such as complicated examination and approval process,long time-consuming,low efficiency and so on continue to appear.In order to improve the national governance system and improve the governance capacity,the central government has carried out the reform of the administrative examination and approval system nationwide since 2001.According to the reform policy of the central government,many rounds of reform of the administrative examination and approval system have been carried out,and remarkable results have been achieved.However,the reform has been faced with many difficulties,and there are still many problems in the administrative examination and approval system,especially in the aspects of examination and approval matters,Department authority,examination and approval process,and supporting mechanism.This paper takes the parallel approval reform of construction projects in Guangzhou as the research object,starting from the local practice of developed cities,through case study,comparative analysis and interview survey,combined with the research results of administrative approval system at home and abroad,explores the development process,connotation and current situation of parallel approval reform of construction projects in Guangzhou,This paper summarizes the difficulties faced by parallel examination and approval,such as formalization of reform,lack of executive power,imperfect system and lack of reform intention.It analyzes the reasons for the difficulties from the perspectives of top-level design,upper level law,examination and approval thought,administrative system and supporting system,and draws on the practical experience in the field of administrative examination and approval at home and abroad,This paper studies which aspects of parallel examination and approval reform of construction projects can be improved,explores the path to further deepen the reform of parallel examination and approval of construction projects,and makes some reference for the optimization and improvement of administrative examination and approval system in Guangzhou and even the whole country.
