| The risk management of ASH first-stage hydropower station in Indonesia is taken as an example to analyze the current situation of risk management of EPC projects in overseas hydropower projects in detail.ASH first stage hydropower station is the first overseas project invested,constructed and maintained by huadian group,a large power enterprise in China.Based on the analysis of the risks in each link of the project,a set of risk management scheme in line with the characteristics of the project was established by scientific and systematic methods.This not only fills some gaps in the risk management of international project contracting of huadian group,improves the risk management ability of international project contracting of huadian group,but also provides a successful case for the risk management of overseas power project construction of Chinese power enterprises.At the same time,for China’s overseas engineering enterprises to go out,it also provides them with ideas on risk management,and provides them with a reference to develop risk management plans.Through the methods of literature review,case analysis,and comprehensive analysis,the risk management status of overseas hydropower EPC projects at home and abroad is understood,and the differences between overseas hydropower EPC projects and domestic traditional coal power projects in terms of risk management are analyzed and summarized.This paper focuses on the analysis of a series of risk factors faced by ASH project in the construction process,including international environmental risk,technical condition risk,social and economic risk,material procurement risk,investment environmental risk,natural environmental risk and overexpenditure risk,etc.,and summarizes the management countermeasures for ASH hydropower project to deal with these risks.The risk management of ASH project is carried out in four aspects: risk identification,risk assessment,risk response and risk monitoring.As for the risk identification of ASH project,the paper analyzes the risks that ASH hydropower project may encounter in the whole process of contracting design and construction,and analyzes the specific reasons for the occurrence of these risks and the specific manifestations of the risks.In addition,the risk values and risk grades of various risks of ASH project were evaluated by ahp and fuzzy comprehensive evaluation method,and the key risk factors for prevention and control of ASH project were determined.At the same time,according to the characteristics of ASH project risk,a set of risk management system with strong pertinence was constructed from the two aspects of developing risk management plan and implementing risk management system.Study shows that the ASH project risk factors is relatively complex,international environmental risk,technology risk,social and economic risk,material procurement risk,the risk of the investment environment,natural environment as the risk is risks and overruns ASH level of hydropower project may encounter risks,these risks have their characteristics,reasons and danger grade each are not identical,according to the causes of each type of risk,appropriate monitoring measures. |
