Research On The Dilemma And Countermeasures Of Grassroots Yellow River Bureau

Since the founding of New China,the Yellow River governance development has achieved great results,The flood prevention and disaster reduction system has basically been completed.Significant results have been achieved in water and sediment management,the ecological environment has continued to improve,and the level of economic and social development in the river basin has significantly improved.However,there is still a large risk of floods,the form of suspended rivers on the ground is severe,and shortcomings of the downstream flood control is prominent;The ecological environment of the river basin is fragile,the territorial waters is shrinking,the water system is not well connected,and the water environment is worrying.Water resources security situation is grim,the water resources are used extensively,and the water efficiency is not high.On September 18,2019,General Secretary Xi hosted a symposium on ecological protection and high-quality development in the Yellow River Basin in Zhengzhou,and a great call was made to "make the Yellow River a happy river for the benefit of the people." Ecological protection and high-quality development in the Yellow River Basin have became to the national strategy.The management organization of the Yellow River Basin will play an important role in this national strategy,and the performance of the Yellow River river affairs department at the grassroots level will become an important link that directly affects this national strategy.This article takes F County as an example to study the dilemma and countermeasures of the Yellow River River Affairs Bureau at the grass-roots level,and analyzes the related concepts and theories of the Yellow River River Affairs Department at the grass-roots level through the literature research method.which will enrich the research results of the Yellow River River Affairs Bureau's duties;Secondly,an empirical analysis is performed on the performance of F county Yellow River Affairs Bureau found that county Yellow River Affairs Bureau was faced with three difficulties in fulfilling its duties: high economic pressure,low enthusiasm of employees in work,and difficulties in water resources management;Through the investigation and analysis,the factors that affect the performance of Fan County Yellow River River Affairs Bureau were identified.The fuzzy comprehensive evaluation method was used to evaluate these influencing factors.The reasons for the dilemma of Fan County Yellow River River Affairs Bureau's performance difficulties weremainly concentrated in legal policies and teams,Construction,fiscal revenue and expenditure,public participation,and the river system.Finally,based on the reasons obtained from the analysis,and using public resource management related theories,12 suggestions were given to improve Fan County's Yellow River River Affairs Bureau's ability to perform duties.The12 suggestions include: improving relevant laws and regulations,strengthening publicity and education on laws,and improving Law enforcement capabilities,optimizing grass-roots Yellow River Affairs Bureau functions,improving internal management systems,strengthening team building,developing public economy,increasing fiscal revenue,increasing investment in information construction,strengthening social supervision,encouraging the participation of social organizations,and strengthening links with the river chief Office,Improve the internal joint management and control mechanism of the Yellow River Bureau.Through empirical research,this paper puts forward reasonable suggestions for improving the performance of the Yellow River River in Fan County,which enriches the research results of the performance of the Yellow River River Affairs Bureau at the grassroots level,and has certain reference significance for improving the performance of the Yellow River River Affairs Bureau at the grassroots level.
