In order to optimize the energy consumption structure,the government set new energy as a strategic emerging industry to accelerate the industrial development,and has achieved initial results.However,because of its late start,China's new energy industry has problems such as low technological level,and lacking core competitiveness.Therefore,overcapacity and low efficiency have become the main problems existing in new energy companies.The reason is that new energy is a knowledge-intensive and technology-intensive industry,and technological innovation determines the sustainable development ability of enterprises.How to optimize the allocation of limited resources and improve the efficiency of technological innovation is the core difficulty to be solved urgently.Understanding the level of technological innovation efficiency of new energy companies can help formulate targeted measures,make breakthroughs in weak links,and improve the efficiency of technological innovation in new energy companies in a reasonable and effective manner.This article determines the research direction and method by sorting out the relevant research on the technological innovation efficiency of new energy companies.Based on technological innovation theory,efficiency theory and input-output theory,starting from the technological innovation process,according to the characteristics of China's new energy companies,the technological innovation process is divided into two stages of technology research and development and achievement transformation.Combining the characteristics of each stage of technological innovation,the evaluation index system of technological innovation efficiency of new energy enterprises is constructed and environmental variables are selected.Using the panel data of 73 listed companies in the new energy sector from 2012 to 2018,the lag period of each technological innovation stage is set to 1 year,with 2012-2016 as the input period of the technology research and development stage,and 2013-2017 as the output period of the technology research and development stage and the input period of the achievement transformation stage,2014-2018 as the output stage of the achievement transformation stage,eliminating the influence of environmental variables and random error,evaluate the true condition of technological innovation efficiency of new energy enterprises in China,and put forward corresponding countermeasures and Suggestions.The research results show that:(1)New energy enterprises are generally in the mode of low-tech R&D and high-performance transformation technology innovation.(2)In the technology research stage,the overall level of actual technology R&D efficiency of new energy companies is low,and reflect a downward trend.Low scale efficiency leads to low overall efficiency.(3)In the achievement transformation stage,from 2012 to 2016,the overall level of efficiency of new energy companies is moderately high and the future trend is better.Low pure technology efficiency is a key factor affecting the efficiency of achievement conversion.
