Research On The Methods Of Boundary Delimitation Of Ecological Environmental Protection In Huyi Section Of The Piedmont Of North Qinling Mountains Under The Background Of National Territory Spatial Planning

The contradiction between protection and development of the piedmont of north Qinling Mountains is acute.Although many national and local laws and policies have been issued in recent years to protect the Qinling Mountains,the boundary of the Qinling Mountains protection zone has always been unclear in the relevant regulations issued in the past,and the delimitation standards and reasons have never been clear,which fails to fully reflect the response to the protection objectives of the Qinling Mountains.Inappropriate boundary has become the "culprit" leading to the failure of boundary control.In the context of the comprehensive development of national territory spatial planning,it is necessary to rethink how to coordinate the relationship between the protection and development of the piedmont of north Qinling Mountains,and how to establish the ecological security baseline on the basis of regional coordinated development.In view of the above space control problems in Xi'an section at the piedmont of north Qinling Mountains,how to delimit a scientific and reasonable ecological environmental protection boundary in the context of national territory spatial planning,so as to achieve effective control of the ecological protection of the Qinling Mountains has become the focus of this paper.Taking Huyi section of the piedmont of north Qinling Mountains as an example,on the basis of national territory spatial planning "double evaluation" method,builds the delimitation method of ecological environmental protection boundary,delimits the ecological environmental protection boundary of Huyi section of the piedmont of north Qinling Mountains in a scientific way.On this basis,the relationship between relevant control boundaries in the region is discussed,the contradiction between control and space of relevant control boundaries in the region is revealed by comparison,and the coordination strategy of relevant control boundaries in the region is proposed.The main contents of this study include four parts.Firstly,the problem of control failure at the piedmont of north Qinling Mountains and the proposal of boundary delimitation,it introduces how to delimit the scientific and reasonable ecological environmental protection boundary at the piedmont of north Qinling Mountains in the context of national territory spatial planning(exordium).Secondly,by national territory spatial planning "double evaluation" technology as the foundation,it establishes Huyi section of the piedmont of north Qinling Mountains of the ecological environmental protection boundary delimitation index system and method system(2nd chapter and 3rd chapter).Thirdly,taking Huyi section of the piedmont of north Qinling Mountains as an example,through the environmental carrying capacity evaluation and the suitability for land spatial development evaluation,it identifies areas for ecological protection,agricultural production and the function of carrying urban construction and suitable situation(4th chapter and 5th chapter).Finally,on the basis of "double evaluation" results,it draws the ecological environmental protection boundary of Huyi section of the piedmont of north Qinling Mountains.It discusses the relationship between the area related to control boundaries,reveals the contradiction of the area through comparing relevant control boundaries in control and space,in combination with regional characteristics,establishes the influential frame of effectiveness of boundary control and the effective principles of boundary control,combined with the equality principle puts forward the coordination of relevant control boundaries in the area of strategy(6th chapter).The main conclusions are as follows.Firstly,on the basis of the national spatial "double evaluation" technology,combined with the characteristics of Huyi section of the piedmont of north Qinling Mountains,it builds "two classes(carrying capacity and suitability)and 3 levels(level 1,level 2 layer and operational layer)," a total of 45 indexes of evaluation index system,combining with the key technology of ecological environmental protection boundary delimitation and technological process,constructs Huyi section of the piedmont of north Qinling Mountains of the ecological environmental protection boundary delimitation method system.Secondly,based on the result of "double evaluation",it establishes the ecological space judgment matrix,delimits the ecological space and Ecological Protection Red Line of Huyi section of the piedmont of north Qinling Mountains,and on this basis,draws the ecological environmental protection boundary of Huyi section of the piedmont of north Qinling Mountains,summarizes the area related to control the relationship between the boundary,reveals the contradiction between ecological environmental protection boundary and the Ecological Protection Red Line,and also reveals the contradiction between the boundary of this article and the Shaanxi Qinling Ecological Environmental Protection Regulations(2019).Thirdly,based on Huyi section of the piedmont of north Qinling Mountains period of research,it puts forward the the influential frame of effectiveness of boundary control and the effective principles of boundary control of Qinling Mountains.Finally,on the basis of equality principles,it puts forward the coordination strategies of management and control conflicts and spatial contradictions in the region of Huyi section of the piedmont of north Qinling Mountains.
