Study On Influencing Factors To The Spatial Planning Implementation Of Xi’an Section Of The Piedmont Of North Qinling Mountains Based On The Grounded Theory

In recent years,even though there is the sharp contradiction between protection and development in Xi’an section of the piedmont of north Qinling Mountains,the spatial planning does not work in resolving it.Under the background of national territory spatial planning,the planning of Xi’an section of the piedmont of north Qinling Mountains will enter a new stage.Therefore,it is particularly important to clarifying the reasons of inefficient even failure of previous planning for the formulation and implementation of the future planning.Based on the demands of systematic and objective research on influencing factors to the relevant spatial planning implementation of Xi’an section of the piedmont of north Qinling Mountains,from the perspective of planning practice,it identifies influential factors with the grounded theory method,builds the analysis framework,and accordingly identifies problems in the implementation,then finds out unresolved key issues in the planning implementation under the background of national territory spatial planning,and puts forward optimization.The main contents of this study include five parts: Firstly,through the analysis of practical problems and discipline problems,the key problems to be solved in this study are summarized as follows: What are the factors affecting the relevant spatial planning implementation of Xi’an section of the piedmont of north Qinling Mountains.Accordingly,it sorts out and research related concepts,the grounded theory,planning theory and policy types theory and determines the analysis framework of this study(exordium and chapter 2).Secondly,the general situation of relevant spatial planning of Xi’an section of the piedmont of north Qinling Mountains is summarized,including the overview of Xi’an section of the piedmont of north Qinling Mountains,and the protection planning and utilization planning,the spatial control in the historical stage of Xi’an section of the piedmont of north Qinling Mountains and the relevant control departments(chapter 3).Thirdly,with the grounded theory method,in-depth interviews with experts in planning are conducted,and the data are analyzed at three levels coding--open coding,axial coding and selective coding,and compared with relevant literature,an analysis framework of influencing factors to the relevant spatial planning implementation of Xi’an section of the piedmont of north Qinling Mountains is constructed(chapter 4).Fourthly,based on the framework,the problems of the relevant spatial planning implementation of Xi’an section of the piedmont of north Qinling Mountains are identified(chapter 5).Finally,through the analysis of the policy of national territory spatial planning,the problems which cannot be resolved after the reform are screened out,of which the key problems are analyzed and determined,and then relevant optimization strategies are proposed(chapter 6).Three main conclusions of this research: Firstly,The framework of influencing factors to the relevant spatial planning implementation of Xi’an section of the piedmont of north Qinling Mountains is constructed,including 25 influencing factors at four levels,such as planning basis,planning method and government management system.Secondly,14 problems of planning implementation of Xi’an section of the piedmont of north Qinling Mountains are identified involving three aspects-formulation,management and implementation,such as incomplete compilation basis and insufficient basic data.Finally,the problems of planning formulation method is identified as the unresolved key problem,and then 12 corresponding optimization strategies are put forward,such as enhancing basic research and increasing visual landscape planning and so on.
