Study On The Scenario Planning Method Of Taipingyu Area In Huyi Section Of The Piedmont Of North Qinling Mountains

Due to the large population in the piedmont of north Qinling Mountains,the demand for regional economic development is urgent,but a lot of development and construction make it face all kinds of environmental pollution,which results the conflict between the human development and the environment protection.Therefore,how to seek development in protection,how to deal with the uncertainty in its development process,has become the biggest challenge facing the northern foot of qinling mountains.There are few studies on the uncertainty of future development in traditional planning.Scenario planning provides a basis for solving such problems,it provides more thoughts on space planning than the traditional ways.it is not only the grasp of the historical planning or the scientific prediction,but also emphasizing the participation of multiple parties and investigating the various possibilities in the future.This study provides an idea on the development and construction of the transitioning zone of the ecological land from the scenario planning perspective,the study about the theory and practice of the landscape planning is processed on the premise of the environment protection.Taking the Taipingyu section in the piedmont of north Qinling Mountains as an example,the study provides four scenario plans based on the current situations and the specificity in the section with consideration on the requirements of the construction,protection,economic and environmental developments,the strength of the environment protection and the choice of the industry.On the premise of maintaining the health of regional ecological system,this research pays attention to the factors of human development,balances the relationship between protection and utilization.In the ecological aspect,the ecological subdivision based on different development goals is formed,and the ecological base of ?individuality? is formed for different development directions.In the humanity aspect,in order to visualize the goal on the balance of the development and the protection,the research generates the land utilization plans and structural layouts based on the fully cognition of the land.On the other hand,it leads the discussion on the future developments between the stakeholders and collects the kinds of possibilities on the future developtments,in order to achieve the goal of ?ecological foundation,humanistic environment?.There are six captures in this study.In the capture 1,introduction part,it states the questions,significance,purpose,object,review,method and framework.The second capture is the development research and the summary of the theories which includes scenario planning,landscape learning and corresponding theories and definitions.It establishes the system on the scenario planning as well.The third chapter is the first step of scenario planning,using the methods of status quo description,problems focus,uncertainties and the steps of driving forces of identification to establish the subject of scenario planning.The forth chapter is the scheme presentation of scenario planning,that is how to ensure the scenario scheme of ground implementation and how to analyse from now to future.The analysis is consisted of two parts,ecology and humanity.It does the scenario plans based on the ecological fundamentals formed by establishing the safe land eco and the findings on the requires of humanity through the proper evaluation.The fifth chapter is evaluation and analysis of scenario program and to evaluate the whole process of planning by the lasting public participation,by contrast to the related model test of scenario program to carry out a full objective discussion to expand the cognition of the future and give a more specific and operational recommendations for the last decision maker.The sixth chapter is a conclusion of the whole research with pointing out that the lack of research and direction for further research.In China,the research on scenario planning starts rather late and the research for the scenario planning for ecological transition zone is far from enough and rarely involve the area of urban and rural and natural transition zone,the study makes up for such deficiencies and has two innovative points: First,the research method of scenario planning applied to landscape ecological planning is built.The study combines the scenario planning and landscape eco planning effectively,carries out reforms on the traditional methods on planning and it is a new practice on applying the scenario planning to the ecological transitioning zone.Second,scenario planning is built.Replying on the particularity of the research object and on the premise of the eco-development,enhancing the humanity development,balancing the relations of the utilization and protection,the study constructs scenario scheme from two aspects of ecology and humanity,making the planning more flexible,thus providing multiple possibilities for future development.
