With the acceleration of urbanization in China and the influx of large numbers of people into cities,more and more newly-needed housing has become an important construction project in urban construction.In order to solve the housing problem of middle and low income groups,the local government has launched the construction of just-needed housing projects on a large scale.With the fierce competition in the construction industry,the construction party must improve the efficiency of investment,that is,to realize the cost optimization in the development and construction process.For the cost optimization of just-needed housing,it includes the early decision-making stage,the survey and design stage,the construction stage and the maintenance and operation stage.The cost of the design stage determines more than 70% of the total cost of the project,which is directly related to whether the project as a whole can achieve project value-added.In this regard,the cost optimization control in the design stage of the project is discussed in depth.Firstly,based on the background,current situation and existing problems of real estate development at home and abroad,this paper points out the characteristics,basic concepts,design cost control methods of just-needed housing construction projects,and summarizes its basic theory with the help of domestic and foreign research results.Subsequently,this paper introduces the methods of cost control evaluation and control in the design stage of the newly-needed housing project,including the theory of value engineering,the theory of quota control and the theory of life cycle stage control,which provides a theoretical method for cost optimization and control in the design stage of the newly-needed housing project.Then,this paper analyses the cost control content in the design process of just-needed housing construction project,including the basic design stage,the main structure design stage,the decoration and decoration design stage,the general design stage,etc.It analyses and discusses the specific control and optimization content,and points out the specific cost control content of different sub-projects in the design process.At last,this paper applies a practical engineering case-the construction project of newly-needed housing in a district of Wenzhou City.It focuses on the analysis of cost control content and control methods in each design stage,and evaluates and optimizes its design scheme by using value engineering theory and quota control theory,and achieves good optimization results.The study of cost control in the design stage of housing construction projects with just-needed housing is the strategic direction of future urban development in China.Through reasonableoptimization in the design stage,it can provide guarantee for cost optimization and control in the practice of housing projects with just-needed housing.
