From the perspective of economic,the project cost is the main competition in building market. Through the analysis of the valuation basis adopted in our country now and its importance, we can find engineering budget quota is irreplaceable as valuation basis.Under the background of Beijing-Tianjin-Hebei construction market integration, and issued the local2012 valuation basis.In this article,we put the office building project in Wuqing as a case to research the building engineering valuation basis of each region. In the researching process,we found some problems. And through the quantitative and qualitative analysis, we proposed corresponding solution.Firstly,we calculated the controlled bidding price of the office building project on the basis of local building engineering valuation and related fee charging, and then we analyzed the cause of the difference. In general, the things we have done not only help construction companies use local valuation basis to conduct effective tender offers whether in locality or other places, but also provide reasonable suggestions for competent departments, use which they can adjust specializations and make it compare with the markets better.The indicators of artificial consumption in the three places was found obviously irrational. And through a deep study, we have found the root of the cause-the artificial price fixed now is uncoordinated with the market price. To solve this problem, we analyzed and summarized the advantage and disadvantage of the quota artificial price adjustment method conducted in some area at present, and referring to the minimum wage adjustment model proposed quota artificial price dynamic adjustment model. The model has been proved feasible through the empirical analysis in the three places, and some related policy suggestions has been proposed aiming at the application of the model, which provide a reference for the local competent departments adjusting the quota artificial price.There are some other problems found in the researching process: the differences of artificial and mechanical consumption indicators between the three places are obviously unreasonable, and the current quota of artificial,machine and material consumption is higher than the actual consumption of building market. At the preprocessing stage of initial data of quota consumption,we suggested to use the improved Grubbs test method to remove the abnormal data; In the processing stage of revised data series, by analyzing the characteristics of practice measure raw data “individual sample,poor information”,combining fuzzymathematics and gray system theory, we proposed the building engineering budget quota of raw data fuzzy calculation model based on Grey Theory.And their feasibility has been proved through survey data.So,the method and model lay foundations for local quota consumption consistent with the construction market consumption,and the data handling method play a role in promoting the integration of the construction market, compiling enterprise quota and uniting project valuation rules between different industries and regions.
