Under China's socialist market economic system,the "13th Five-Year Plan" period will be a critical period for China to strengthen the construction of key weak links in water conservancy and accelerate the development of people's livelihood water conservancy.China has repeatedly emphasized the importance of the development and reform of the water conservancy industry.In order to continuously improve the comprehensive benefit evaluation and performance evaluation management level of water conservancy projects in China,we must pay full attention to the performance evaluation of water conservancy projects and continuously strengthen the theory and performance evaluation of water conservancy projects.Research on methods.At present,the performance evaluation of water conservancy projects in China is still in its infancy,and the evaluation system and methods are not perfect.It is difficult to comprehensively measure the performance level of water conservancy projects.Therefore,this article focuses on the research on the performance evaluation of water conservancy projects.The main work of the thesis is to define the connotation of performance and project performance evaluation based on literature analysis and related theoretical basic research,construct a waterconservancy project performance evaluation index system,and establish a comprehensive evaluation model based on the improved fuzzy comprehensive evaluation method.Simulation evaluation of actual cases.The following conclusions are drawn through research:(1)Definition of the connotation of performance evaluation of water conservancy projects.Project performance evaluation is to comprehensively evaluate the economic,social,environmental,and technical aspects of the project.It is based on the core value strategy of the project,and uses scientific evaluation methods to make a systematic and comprehensive evaluation of the performance of the project.Objective evaluation.(2)Construction of water conservancy project performance evaluation system.Study the construction principles of the evaluation indicator system,analyze and propose performance evaluation indicators based on theoretical basis,and finally form 4 first-level indicators of technology and management,economy,society,and ecological environment,and 13 second-level indicators including comprehensive management capabilities and project technology Indicators,comprehensive quality of personnel and reasonable utilization rate of personnel and other 40 three-level indicators,and the AHP method was used to determine the weight of the indicators,and a performance evaluation model was constructed based on fuzzy comprehensive evaluation.(3)Empirical research.This article takes the Guangxi Datengxia water conservancy project as an example to analyze the actual case of the Guangxi Datengxia water conservancy project.Based on the evaluation index system summarized in the previous article,it is proposed that the Guangxi Datengxia water conservancy project should be evaluated for performance The comprehensive evaluation model is used to evaluate the project.The evaluation result is shown as "good" with a comprehensive score of 86.90 points,which is basically in line with theactual situation.The feasibility of the performance evaluation model in this article is verified through actual case studies.
