The transport industry is the foundation of the national economy. The highway transportation has the largest transport quantity among the several modern modes of transport, and the highest accessibility. It plays an important role in the national economy, social development and economic growth in foreign trade. Since the beginning of reform and opening up, China has made rapid development of the highway transport industry. The highway transport quantity and infrastructure also have great development in Jilin province.Performance evaluation can make an objective, fair and accurate and comprehensive evaluation to operational efficiency of a period by use of mathematical statistics and operations research, mathematical method. With special index system, it also make qualitative and quantitative analysis in accordance with certain procedures. Performance Evaluation of highway transport, can know the current actual status of road transport, identify the potential problems, resolve them in due course, confirm a clear direction, so as to promote the development of highway and play its role greatly. Evaluate the performance of highway transport by fuzzy comprehensive evaluation method can get preferable result.There are five chapters in the whole paper:The first chapter devoted the purpose and significance of the research, analyzed the status quo so put forward the research content.Chapter 2 analyzed the highway transport industry's role in socio-economic development. As a pilot of infrastructure and socio-economic development, highway transport is a necessary condition for economic growth, it can meet the diversified needs of socio-economic development, promote regional economic layout and industrial layout optimization.By analyzing the natural economic, transport and road infrastructure status quo of Jilin province, the evaluation of highway transport performance is necessary. So, the first thing in chapter 3 is to determine the content of the performance ofhighway transport. The following is performance evaluation index system of highway transport and several methods for highway transport performance evaluation, which lays foundation for following study.Chapter 4 is one of the emphases of the paper, namely the establishment of index system of highway transport performance evaluation. Following the choice principle of index, the index system of highway performance evaluation was determined at based on the analysis of highway transport-related factors The evaluation index system, including highway transport efficiency index, direct economic index and indirect economic index in three parts, each part also has detailed indexes. Use this evaluation index system can determine the weight of each index, which make foundation for the fuzzy comprehensive evaluation. Another emphasis of the full paper is chapter 5 At base of building the index system, the weight of each index was determined by use of AHP, and the highway transport performance evaluation of 1997 and 2002 of Jilin province was made by use of fuzzy comprehensive evaluation method. This chapter is the empirical analysis of full paper. The results showed that the ambiguity of 1997 is about 0.415.The ambiguity of 2002 is about 0.625, which had great progress than 1997. Among the performance evaluation system in Jilin highway transport, the efficiency indexes share larger weight. The overall weight order is vehicles productivity, loading rates, the value added factor, and the contribution rate, which have greater impact on highway transport system, comparing with other indexes. The following order is energy efficiency, personnel labor productivity, the impact factor, the contribution degree. The impact of these indexes should not be overlooked.Chapter 6 of the paper did summary and pointed out the problems existing in Jilin highway transport, put forward a proposal for future development.
