| Scientific and technological major project CAP1400 is 3rd generation passive PWR nuclear power technology with independent intellectual property rights.It has great advantage in safety and economy with international leading level.Even if developed from Westinghouse AP1000,CAP1400 Demonstration Project(Rongcheng NPP)has lots of new technology,processes and equipments.EPC mode is applied in CAP1400 Demonstration Project.The general contractor has complicated interfaces since it’s not an AE company.All these new challenges to project safety control call for optimization for CAP1400 project safety control scheme,to reach the goal of four controls: safety,quality,schedule,and cost.This research thesis objectively analyses the features of nuclear construction and CAP1400 technology,as well as CAP1400 demonstration project safety control status.By introducing advanced loss causality theory model of industrial manufacturing industry,the author develops safety control demonstration rating system using root cause analysis,fault tree analysis,Delphi method and cost-benefit analysis.Safety control demonstration rating system is applied in CAP1400 demonstration project to analyze problems in safety control,such as unreasonable setting of safety control index,unclear interface of safety responsibility,imperfect safety control system and process,insufficient investment in safety control cost and unreasonable configuration.The author analyses every root cause of each problem,to find solutions and to improve safety control management level.Four management areas are optimized in safety control demonstration rating system for CAP1400 project safety control,namely,the optimization of safety control index system,the optimization of implementation scheme of safety responsibility system,the optimization of safety control system and process,and the optimization of safety control input.To improve CAP1400 project safety control and optimize safety control scheme,four supporting measures are raised for project safety control,namely,the organization guarantee of safety control,the input guarantee of safety control resources,the guarantee of safety supervision and inspection mechanism,and the establishment of safety control information system.The research results of this thesis can effectively solve the problems in safety control management,and have practical significance for the safety control management in subsequent CAP1400 project construction.It can also provide guidance for safety construction of CAP1400 batch construction and exportation. |
