With the continuous attention to the development strategy of China’s renewable energy, ocean energy development and utilization demonstration projects increase in quantity year by year. Overall they are still in the exploration of the early stages of development except for tidal energy, so we will face more and more new challenges and new problems. It is particularly important to use modern project management method to find a way out of a difficulty.This thesis is aimed to making a study on "500kW ocean energy independent power system demonstration project" with the combination of theoretical basis and practical and contrastive analysis, elaborated on the use of the Critical Path Method (CPM), Project Evaluation and Review Technique (PERT) and other modern project planning and control theory in the project. First of all, it briefly introduces the goal of the project and the schedule plan and the related basic theories and technical methods. Secondly, it describes the application of related technology and methods combined with the characteristics of the project. Then it illustrates the procedures of using the relevant schedule Gantt chart in software rendering tool to work out the main progress of the project plan, using a single code network chart drawing method in the technical implementation of the project master schedule, and estimating the project implementation period required. Furthermore, it analyzes the main problems in the progress of the project control process and takes the methods of organizational measures, technical measures and quality management system measures for monitoring and control of the overall project schedule. Finally, this paper summarizes the characteristics of the high technical risk, complex environment and social attribute in the development and utilization of ocean energy demonstration project, meanwhile it puts forward that modern project schedule plan and control should pay attention to the human factors, strengthen the technical management and take into full consideration the social problems of usage of marine area.This thesis makes an attempt to apply management schedule and control theory on "500kW ocean energy independent power system demonstration project". It will play a significant role in application and improvement of project management skills in China’s development and utilization of ocean renewable energy development and demonstration projects.
