With the development of society and Economy and the rapid increase of the number of vehicles,the pedestrian crossing safety problem is becoming more and more serious,especially at the intersection where pedestrians easily collide with turning vehicles,which may cause traffic accidents in serious cases,it will affect the efficiency of the whole intersection and the traffic condition of the whole road network.In the northern part of China,the winter is long and the snowfall is heavy.In winter,due to the influence of ice and snow weather,the Coefficient of road friction decreases,and the operating efficiency of the road traffic system decreases.In particular,the probability of the conflict between pedestrians and turning vehicles at intersections increases,the safety of pedestrians is threatened,and the problem of pedestrian-vehicle conflicts at intersections in cold regions under ice and snow conditions needs to be solved urgently.In this paper,the characteristics of pedestrian-vehicle conflict at signalized intersections controlled by different phases of urban roads under normal weather conditions are analyzed,taking three signalized intersections in Changchun as an example,this paper analyzes the traffic characteristics of vehicles and pedestrians under snow and ice conditions,including vehicle flow,vehicle speed,pedestrian walking speed and so on.Based on the characteristics of pedestrian crossing and traffic flow,the safety distance between vehicles and pedestrians at an intersection is taken as an evaluation index to establish the evaluation model of pedestrian-vehicle danger degree,and the safety evaluation of pedestrian-vehicle conflicts at signalized intersections under ice and snow conditions is conducted,the results show that the risk of collision between pedestrians and right-turning vehicles is higher at intersections.In order to solve this problem,a right-turning vehicle speed limit sign is proposed to be set at 30 m from the crosswalk of signalized intersections under the condition of ice and snow,drivers of right-turn vehicles are reminded to slow down and pay attention to pedestrians when entering an intersection.Taking the intersection of Renmin Street and Liberty Road in Changchun as an example,the traffic flow of the improved intersection is simulated.The simulation results can verify the feasibility of the measures taken.The research results can provide suggestions for improving the efficiency and safety of urban road traffic under ice and snow conditions,and provide reference for related departments in the actual traffic control during ice and snow period.
