The construction of expressways is the source of power to promote China's economic development.At present,the design and opening mileage of expressways in China has ranked first in the world,with significant advantages,and is deeply loved by drivers;In addition,the construction and opening of highways can also promote the rapid economic development of the areas along the route.However,under the new situation where the value of expressways is increasingly prominent,the tests of expressways in China are also increasing.Especially with the substantial increase in the number of cars in China,the economic benefits of expressway management departments are not high,In addition,the congestion of highways is becoming more and more serious,the phenomenon of idle resources of trunk roads in some countries and provinces is serious,and the cost of truck transportation becomes higher.If you want to effectively solve the above problems,you can start from two perspectives of infrastructure construction and transportation demand management.At present,China's road network construction has become saturated,so the method of traffic demand management control is more suitable for the current social and economic development,is a practical and effective management method.On May.16,2019,the state launched a comprehensive policy to promote differentiated toll collection on expressways.Based on a comprehensive interpretation of national policies,this paper further explores the multi-dimensional differentiated toll collection methods of expressway trucks that are adapted to regional development,improves the efficiency of road network traffic from the perspective of traffic demand management,improves the economic benefits of road operations and management departments,and reduces truck trips cost.The thesis interprets the background,implementation and objectives of the differentiated charging scheme,and explains the importance of differentiated charging for expressway trucks.Analyze the factors that affect the travel behavior of truck drivers and design a questionnaire to further explore the travel behavior of truck drivers on the Expressway and its parallel road.Select travel time,travel cost,and cargo type as the travel selection model Utility variable.Based on non-aggregate theory,the MNL model,NL model and CNL model of truck travel selection are established.The questionnaire data and toll data are used to calibrate the utility variables of the truck travel behavior selection model,and to test and evaluate the accuracy of the model.Taking the Expressway section in Hebei Province as an example,the impact analysis of traffic flow status is carried out to provide the necessary conditions for the implementation of differentiated toll collection.Combined with the traffic operation status of expressway,determine the differentiated charging method of multi-dimensional trucks,adjust the rate of the expressway according to the charging method of different dimensions,design a differentiated charging plan,and select the most suitable for the best economic efficiency The differentiated toll collection methods of trucks developed in the region and the corresponding toll schemes,and comprehensive evaluation of the differentiated toll schemes from three perspectives: road users,road operation management departments,and highways.This article innovatively selects the operating expressway as the research object,explores the difference in travel behavior of truck drivers on the expressway and its parallel roads,and on this basis,proposes that the expressway trucks should be differentiated by frequency and by time.Dimensional charging methods,and evaluate and analyze the differentiated charging methods to obtain the differentiated charging scheme that is most in line with regional development.The multi-dimension differentiated charging method for trucks can not only provide a theoretical basis for the highway operation management department to control traffic flow and toll revenue,but also reduce the transportation cost of truck travelers.
