The global high-speed rail's initial technology output sources include France TGV,Germany ICE,and Japan's Shinkansen technology system,which promotes the development of high-speed railways worldwide through technology transfer.China,as a high-speed rail technology latecomer,has formed a complete set of high-speed rail technology equipment and technology system with independent intellectual property rights under the comprehensive factors of technology accumulation,technology introduction,and re-innovation,and has reached the world advanced level in many fields.There are many industries in China's equipment manufacturing industry that implement technology import strategies,such as the automotive industry and integrated circuit industry,but it is rare to achieve independent property rights and technology catch-up.Unlike many existing research results that explain the achievements of high-speed rail development from the perspective of government intervention and incentive mechanisms,this article is based on the dimension of technology introduction and discusses the important mechanism for China's high-speed rail to achieve current results.This article is based on the historical facts of China's high-speed rail innovation and development,forming a point of view that should pay more attention to the research of high-speed rail innovation process.According to the technology transfer theory,this article focuses on the general laws of technology import in the developing countries,based on the "introduction-absorption-innovation" analysis framework,combined with China's high-speed rail innovation development process,focusing on high-speed rail innovation process performance.From the aspects of the content and method of technology introduction,technology accumulation,absorption and transformation,and technology policy,this paper explores the mechanism of the innovation process of China's high-speed railway on the innovation output.The basic conclusions of this article are as follows:(1)The performance of China's high-speed rail innovation process can be defined as the quality of execution reflected in the process of high-speed rail technology accumulation,introduction,absorption,and re-innovation,including the quality of the technology introduction process,the quality of the technology absorption process,and the quality of the technology policy implementation process.(2)The mechanism of China's high-speed rail innovation process is as follows: A number of internal and external factors have led to the imitationand innovation needs of China's high-speed rail technology introduction,which further determines the method and content of the introduction.In addition to introducing advanced products and technologies through multiple channels,an effective introduction strategy was adopted to provide guarantee for digestion and absorption.After the introduction of technology,China 's long-term accumulation of high-speed rail technology potential has been effectively exerted.In the process of large-scale construction of high-speed rail,the imported products and technologies are continuously adapted and redesigned,which not only absorbs imported technologies,but also enhances the innovation ability of the industrial chain.Forming its own core competitiveness under the regulation of various technical policies.(3)By evaluating the performance of China's high-speed rail innovation process,it was found that the correlation between the implementation quality of China's high-speed rail technology introduction process,technology absorption process,technology policy implementation process and the first level were 0.2036,0.0042 and 0.3782,all of which are "excellent" level.(4)The indicators of learning intensity in the execution quality of the technology absorption process and the road network planning indicators in the execution quality of the technology policy implementation process have the most prominent impact on the performance of the high-speed rail innovation process.That is to say,the high-intensity learning that depends on the domestic endowment constraints of the existing technology accumulation and the intervention ability that depends on the institutional constraints of industrial technology policies are the two key factors that determine the performance of the high-speed rail innovation process.
