Research On Space Equity Of Urban Public Sports Facilities

In the past ten years,the scale and density of cities in China have been expanding,and urban development has entered a new stage.The contradiction between people's growing needs for a better life and inadequate development imbalance has become increasingly prominent,and problems such as the shortage of various public service facilities or unscientific allocation have become increasingly prominent.In the context of national strategy of national fitness,scientific planning and allocation of public sports facilities has become an important part of the supply side reform of sports facilities resources.Urban public sports facilities in China are faced with some problems,such as construction lagging behind,relatively inadequate configuration,and relatively prominent contradiction between supply and demand.How to provide balanced and high-quality public sports facilities and services for urban residents is an urgent problem to be solved in the construction of a healthy China.A full understanding of the spatial distribution of urban public sports facilities and their spatial fair evaluation is an effective prerequisite for the next step of planning and construction.Based on the spatial equity and from the perspective of "people",this study is based on the population data of 637 community units and 181 urban public sports facilities data of 49 streets(towns)in six urban areas of Hangzhou.First of all,define the service scope circle layer of public sports facilities at all levels,then measure the service level of public sports facilities for each space unit,then draw the spatial distribution map of service level of public sports facilities at all levels,analyze the overall service level of urban public sports facilities by superposition calculation,and then carry out the analysis of urban differences and circle layer.Secondly,by using Gini coefficient method,the distribution of public sports resources among the permanent population is visualized,and Lorenz curve is drawn to visualize the fairness of spatial distribution of public sports facilities resources among the permanent population.The regional entropy method is used to measure the spatial fairness of public sports facilities resources enjoyed by each spatial unit of permanent population,and it is divided according to the regional entropy value The spatial units of "extremely low,relatively low,medium,high and extremely high" are used to carry out the analysis of urban differences and circles,and take the elderly and low-income groups as specific social groups to further explore the distribution of public sports facilities inclined to these two groups and their spatial distribution characteristics.The results show that:(1)the planning and construction of public sports facilities at all levels in Hangzhou city is insufficient in "quantity",and its service level distribution is significantly different,and the overall service level presents the characteristics of "center to edge attenuation".(2)There is a wide gap in the distribution of public sports facilities resources in Hangzhou,and the polarization is serious.A very small number of permanent residents enjoy the vast majority of urban public sports facilities resources.(3)The distribution of facilities and resources is unbalanced,showing the overall characteristics of the external low and internal high school balance.(4)At the macro level,the level of public sports facilities resources enjoyed by the elderly is higher than the average level of all permanent residents,while the level of low-income groups is not up to that level.Meso Street scale two kinds of specific social groups show different spatial patterns due to their different population distribution characteristics,but they all show the characteristics of spatial inequality in urban areas and urban areas.According to the research results,the corresponding strategies and suggestions are put forward for the planning and construction of public sports facilities in Hangzhou from seven aspects: legal construction,department cooperation,supply mode,quality evaluation,spatial allocation,population dispersion and construction sequence.
