Research On Critical Success Factors Of Local Railway EPC Project

Since the reform and opening up of China,the rapid development of railway construction has brought great improvement to the national economic growth rate,the quality of national life,and the efficiency of regional exchanges.As an important supplement to the national railway network,local railway has enriched the local public transport style,reduced the cost of living and production of local enterprises or residents,and has great significance in promoting the flow of regional factors of production and improving the level of regional equity.At present,the local railway project which adopts the general contracting model of EPC is continuously established and built,and more local railways are put into operation.However,the implementation of local railway EPC projects is highly vulnerable to adverse factors,making it difficult for the project to achieve the desired objectives.For this reason,it is necessary to explore the critical success factors of local railway EPC project,analyze its action path and put forward countermeasures.First of all,this paper analyzes the establishment background of local railway EPC project,expounds the significance of this study,collates the current research situation on railway project,EPC general contracting projects,critical success factors of the projects,puts forward the research methods,technical route and main research contents of this paper,clarifies the relevant concepts and corresponding theories of three key words in the selected topic.Then,through literature research,case study and expert interview,38 successful influencing factors of local railway EPC project are found,and the concept of successful influencing factors are described in detail.After that,a questionnaire was used to investigate the importance of each successful influencing factor to the success of the project,and the successful influencing factors with higher importance were selected as the success factors of the local railway EPC project.Then,through the method of expert interview to judge the pairwise relationship of the success factors of the local railway EPC project,the matrix of the influence relationship of the success factors is obtained,the index of access,centrality and intermediate degree of the success factors is analyzed by social network analysis method,and the critical success factors are selected.Finally,according to the successful factors obtained in this study,especially thecritical success factors,on the basis of its action path,the concrete countermeasures and suggestions at the level of national and local government,owner side and general contracting party are put forward in order to improve the management level of local railway EPC project and ensure the successful completion of the project.
