| With the reform of the state investment and financing mechanism,private capital is strongly encouraged to enter the infrastructure construction.The development momentum of local railway construction is increasing day by day,and local railway construction projects have been approved like bamboo shoots.The project management of the local railway owner has a wide range of tasks and main responsibilities.It is the focus of the management of all parties in the construction project.Its management runs through the entire process of local railway project construction and plays a pivotal role in the construction of local railway projects.The project management maturity model is a relatively popular research point in the field of project management recently.By exploring and studying the local railway owner’s project management maturity model,the local railway owner can make a deep analysis of his own shortcomings in project management.And advantages and disadvantages,and take corresponding measures to formulate improvement plans to further improve their own project management level,not only the local railway owners,but also the development and improvement of the local railway industry as a whole is of great significance.First of all,review and review the existing project management maturity model literature,and carefully analyze the inherent characteristics of the railway construction project.It is found that the use of the existing project management maturity model to evaluate local railway construction projects exists in individual aspects.Not applicable.Secondly,it compares the differences between the construction modes of local railways and national railways,and analyzes the reasons for the differences and the differences in management levels,angles,and content between the construction enterprise and the owner,and combines several local railway constructions under construction in Zhejiang Province.In the project,the existing high-speed railway construction enterprise project management maturity model was improved,and a series of factors affecting local railway owners’ project management were screened out through a questionnaire survey method.Analytic hierarchy process was used to verify the rationality of the influencing factors,and the local railway was determined.The elements and indicators of the owner’s project management maturity evaluation.An LRO-PM3 model is established to suit the project management maturity model of the local railway owner.Finally,an actual local railway project is under construction to verify the operability of the model.The improved model is used to evaluate the project management level of the owner in the actual project,to determine the level of maturity,and to understand the shortcomings and weaknesses of its own management,and to provide reference suggestions for its promotion to a higher level. |
