Dispatching is not only the core Department of power system,but also the important command department.It undertakes the important responsibilities of monitoring,controlling the operation of the power grid under its jurisdiction and commanding the fault handling of important operations.The implementation of dispatching automation can effectively help dispatchers complete their tasks.In 2009,State Grid Inner Mongolia East Electric Power Co.,Ltd.was established,and Xing'an Electric Power Bureau,as a subordinate power supply company of Mengdong electric power company,was officially transferred into the management of State Grid Corporation of China.Before being transferred to State Grid Corporation,because there was no unified planning,the process of power grid dispatching automation was slow.After the reform,the power grid infrastructure construction of Xing'an power grid has been listed in the milestone plan.At the same time,with many cutting-edge ideas put forward by State Grid Corporation of China for future development,it is required that dispatching at all levels should develop in coordination and be included in the overall development plan,realize information networking,resource sharing and form a strong smart grid,because the construction of dispatching automation is a necessary prerequisite.At the same time,with the proposal of "three sets and five major" and "big operation" system construction of State Grid Corporation of China,the original SCADA system of Xing'an company does not meet the construction needs at all.Therefore,in 2013,the proposal of upgrading the dispatching automation system of Xing'an company and arranging the dispatching automation system of four county dispatching is proposed to meet the integrated construction of regulation and control.Since I joined in 2011,I have been working in the power dispatching department.In the construction process of dispatching automation system,I have participated in the whole process.In the process of dispatching automation system construction,it is found that Xing'an area has a large number of research on the choice of access mode because of its small scale and relatively wide coverage.Through theoretical comparison and analysis,the access mode of wide area distributed acquisition is finally determined.According to the current dispatching automation technology level,the scheme of dispatching automation system suitable for Xing'an area is designed.Then according to the designed construction scheme as the benchmark,the software and hardware configuration,system construction,and finally to the system operation test.All of the above are the main contents of this paper.Power dispatching automation system is a technical means to provide support for intelligent dispatching,so it must be safe,reliable and economic in the construction process.It should not only serve the actual needs of Xing'an area,but also meet the planning and construction of large power grid of State Grid Corporation of China.Through the construction of dispatching automation system,the power dispatching mode of Xing'an power grid has completed a leap forward transformation,which provides a strong guarantee for the healthy development of Xing'an power grid.
