Urban roads mainly have the functions of transportation facilities,public space,disaster prevention and relief,and the formation of urban plane structure.They play an important role in transportation,residents' life,work,cultural and entertainment activities,and the connection with roads outside the city.Problems in any link of urban road operation and management will affect the normal operation of the city,especially the road occupation construction will have a chain reaction to the section and relevant areas.In the process of road occupation construction,the defects of road section management and control means,construction measures and other aspects will lead to the imbalance of supply and demand of local or overall traffic resources,which will result in the waste of traffic resources,the decline of air quality indicators,more serious pollution,more congestion and other problems.For a long time,improving and reducing the adverse effects caused by the construction of road occupation has led to people's in-depth thinking and research,resulting in a variety of theories,research methods and results.In this paper,by learning from and referring to the research theories and achievements of domestic and foreign experts and scholars,using the principles of probability and mathematical statistics,traffic engineering,and system analysis theory,the subject of the investigation is the traffic flow generated in the construction area of urban road occupation and the surrounding affiliated road sections during the traffic peak,that is,the peak traffic flow The relevant statistical data are calculated by using the conversion coefficient to convert the converted traffic volume value;then the data are fully sorted out and relevant analysis work is carried out,and finally the traffic conditions and results in the urban road construction area are obtained to determine the countermeasures.In this paper,statistical analysis method,correlation analysis threshold method,capacity limit multi-path distribution method and other methods are used.Combined with the construction project of heating pipeline occupation in Nangang District of Harbin,three typical road sections are analyzed and evaluated in depth.Finally,it can be concluded that the traffic impact assessment results can accurately and efficiently determine the vulnerable bottleneck areas in the urban road network,and take the opening or optimization scheme to improve and increase the adaptability and flexibility of the urban road network when the supply and demand are unbalanced,so as to minimize the road network paralysis caused by planned and unexpected events.
