Dongzhou river, located in the south of Fushun City,is a first-class tributary on the left side of the lower reaches of the Hunhe river. It flows into the Hunhe river 5.3km downstream of Dahuofang reservoir.Dongzhou river basin is a rainstorm prone area with frequent flood disasters. The urban section below Nianpan bridge of Dongzhou river is the key petrochemical industrial zone of Fushun City, with a total population of 259000.The flood control status of Dongzhou river is very important.According to the current Flood control standard and Flood control planning in Liaohe River basin, the flood control standard of this section should not be less than once in 100 years. However,at present, the flood control standard of the dike can only reach the standard of once in 70 years, and the flood control form of Dongzhou river basin is relatively severe. In addition, according to the prediction of urban water consumption and the analysis of water resource balance in Fushun City, the water shortage will reach 16.01 million cubic meters in 2020.Therefore,it is necessary to build a hub building with flood control and water supply functions in the basin,so as to improve the flood control standard of the basin and provide new and reliable water supply for the city. This paper mainly studies how to design a local water conservancy project in Dongzhou river basin through various technical means and data analysis,so as to improve the flood control standard of the basin and alleviate the shortage of water supply. The proposed Guanshan Ⅱ reservoir is located 0.5km downstream of Qianyao village,Jiubing Township,Fushun City.It is located in the East Branch of the upper reaches of Dongzhou river,a tributary of Hunhe river. The control drainage area above the dam site of Guanshan Ⅱ reservoir is 179.6 square kilometers, which is a medium-sized water conservancy project. The main buildings are concrete faced gravel dam, spillway and water tunnel. The ancillary works are the reservoir management office and the dam access road.According to the calculation of water conservancy regulation and the comparison of operation schemes, the characteristic water level and storage capacity of the reservoir are determined. The general layout of the pivotal project is determined by collecting and sorting out hydrological data, geology, construction, economy and other factors. The comparison of two types of dam, clay core dam and concrete faced gravel dam,is made.Considering the comprehensive factors of dam construction materials, quantities, utilization of waste materials from spillway excavation, construction diversion, construction period and total investment, the concrete faced gravel dam is recommended for the comparison results.According to the topographical and geological conditions and general layout, three schemes are selected for the comparison and selection of the spillway and water tunnel on the right bank, and the scheme of the water tunnel on the left bank is finally selected;the seepage stability and stress-strain analysis of the dam,the spillway and the side wall are carried out respectively by using auto bank software, and the structure type and specification of the water conservancy project suitable for the local area are finally selected based on the economic analysis.Once the reservoir is completed, the flood control standard of the urban section below Nianpan bridge of Dongzhou river can be raised from the once-in-70-year flood to the once-in-100-year flood, and the water supply for Fushun City will be 18.0591 million cubic meters. In addition, the water transmission project of Guanshan I reservoir and Dahuofang reservoir can basically meet the demand of domestic water, industrial enterprise water and environmental water in the short-term and long-term design level years of the city.
