Research On Evaluation Of Industry-city Integration Of Shanghai International Automobile City

Industry-city integration refers to the integration of city economic development based on industry in the process of the park's development and construction.When a park's industry develops to a certain extent,it should match the urban functional facilities in the area.In other words,the continuous improvement of urban functional facilities cannot be separated from the development and support of industry.The transformation and improvement of industry will also enter into the rapid development stage because of the population agglomeration which is brought about by the promotion of urban functional facilities.The integration of industry and city can be considered as a necessary way that a park or a new town must take in a certain stage.Nowadays,in order to realize the rapid development of suburbs,it is an inevitable choice for every local government to adopt the strategic idea of integration of industry and city in the development of park and construction of new town.However,not all parks and new towns have achieved a good state of integration of industry and city.The single industrial development leads to the insufficiency of supporting services for daily life and the lag of the development of urban functions,which results in the phenomenon of "industrial isolated island".The construction of new towns,which mainly focus on the development of real estate,has greatly increased the cost of urban travel because of the lack of industrial.The serious consequence of the phenomenon of incompatibility between industry and cities is that the new towns have gradually degenerated into "sleeping cities" or "empty cities",which have a negative impact on the healthy development of cities.In view of the predicament of the incompatibility of the above industry and cities,the government has responded positively and issued a series of policies for further development of industry-city integration.Shanghai International Automobile City is a comprehensive automotive industry park and modern livable new city,which integrates automotive research and development,manufacturing,trade,exposition,sports,tourism and other functions.This paper has taken Shanghai International Automobile City as an example.Starting from the core concept and characteristics of industry-city integration,combining with the functional layout of Shanghai International Automobile City industry-city integration,collecting the data of theoretical basis and practical experience of domestic and foreign industry-city integration,this paper constructs the evaluation index system of industry-city integration of Shanghai International Automobile City.In this paper,the method of analytic hierarchy process and fuzzy comprehensive evaluation is used to evaluate the empirical study of Shanghai International Automobile City Industrial Park through field investigation and in-depth understanding of historical background.In view of the evaluation results and the outstanding problems,this paper puts forward some countermeasures and suggestions to promote the integration and development of Shanghai International Automobile City.The main achievements and conclusions of this paper are as follows:1.Establish the evaluation index system of industry-city integration of Shanghai International Automobile City.Based on the index system proposed by academia,the actual situation and available data of Shanghai International Automobile City,this paper establishes the hierarchical structure model of evaluation index for Industrial Park integration through Delphi method and analytic hierarchy process,so as to provide reference for more similar types of industrial park to study the development patterns of industry-city integration.2.Evaluation on the degree of Shanghai International Automobile City's industry-city integration.By using the method of comprehensive evaluation of fuzzy mathematics and analytic hierarchy process,the membership degree of each level index is obtained.According to the principle of maximum membership degree and the evaluation result,the existing problems and shortcomings can be further clarified in the process of industry-city integration of Shanghai International Automobile City,which means to provide the basis and reference for the local government to plan and construct a park.3.Find out the problems and reasons in the process of industry-city integration.According to the empirical analysis results of the integration degree of Shanghai International Automobile City and through in-depth interviews and investigations,we can find the problems and causes during the integration process of Shanghai International Automobile City.Thus,it can provide the basis and reference for local government to further improve the accuracy of decision-making about integration of industry and city,planning and construction of park,and policy promulgation.
