Currently, globalization wave has been swept many countries and regions in the world. Shanghai is now swept into the wave as a " Leading Sheep" of all the cities in China. How about future development and orientation of Shanghai? And where is the direction of future development? Should Shanghai be passively endured and freely ups and downs? Or should Shanghai launch on his own initiative and hold the opportunity to confirm his indispensable status in global city systems? The answer speaks for itself.Up to the present, globalization is no more an unknown theme. People have been very familiar with the words related to globalization such as "Multinational Corporation" and " Global Financial System" and more and more experts and scholars concerned themselves with the discussion about globalization. Their study related to definition of global cities, cause of global cities' formation, development rule of global cities, development direction of global cities, planning and management of global cities and case study and so on. All the study results offered useful experience and caution for future globalized development road of the cities.However, development experience of neither city can become the standard for other cities in the world. To Shanghai, China's particular political and economic system and course of reform and opening up to the outside world has been decided that Shanghai must surely face a unique globalized road. The development experience of global cities of developed counties can be used for reference, but it is difficult to copy. Reviewing Shanghai's up-and-down development course in the past years, making a comprehensive view of international and domestic development surroundings Shanghai faces, combining with its own development conditions, we can concluded that the strategic goal of Shanghai' development is to build globalized city and central goal is to advance international competitive power, in other words, Shanghai will make modernization and internationalization come true.Global city contain abundant meanings, it includes many aspects as economy, society and ecology. In order to realize this strategic goal, strategic planning of Shanghai's development should be a huge systems engineering, including five subsystems as industry development strategy, regional development strategy, ecological development strategy, social development strategy and spatial development strategy. In brief, at present, Shanghai should make great efforts to develop modern service industry in order to accelerate development of industry groups, which can effectively participate in international competition; Build a global region with Shanghai as the core and accelerate benign competitive and cooperative relations; Built a ecological city and construct natural ecological network, improve environmental quality and resource use; Construct human-scale city and harmonious society and improve living standard; if we want to make the above come true, we must require a rational and sustainable urban spatial structure, and this is also really important in this study.According to above theory and case study, combining with basic experience of Shanghai's construction in the past ten years, spatial development planning of Shanghai should be considered from three levels as Yangtse Rive Delta, Shanghai City and Shanghai Central Town, and from many aspects such as industry layout, population scale, historical protection, ecological environment, public service and infrastructures. Especially the driving and leading effect of Pudong New Region should be brought into play. At the same time, we should also hold the opportunity of the World Expos in 2010 to stride forward to international metropolis.The world pattern changes quickly and urban construction changes with each passing day. Urban development and planning is a dynamic course, and globalization contains numerous contents, we can't expound one by one. This study only expects to provide some suggestions from one aspect to Shanghai's development. For deficiency, please point out mistakes so that they can be corrected. After conclusion of the paper, the author puts forward direction and suggestion for continuous study.
