Research On Human Resource Management Of Outsourcing Workers

China has a long coastline and abundant marine resources.It's a real maritime power.It has been clearly proposed to speed up the construction of a powerful marine country in the Report of the Nineteenth National congress by the CPC central committee.In 2017,the handheld,new and completion orders of China's shipping industry were all ranked first in the world.This achievement began with the rapid development of China's shipping industry in2006,and it only lasted 11 years.As everyone knows,ship repair industry has the characteristics of capital-intensive,in such a short period of time and such a high speed of development,all ship repair enterprises are facing the situation of insufficient resources,especially the lack of labor resources.In the case of huge demand in the market,outsourcing employment model emerged as the times require.Because of it's stronger accessibility and flexible periodicity,it was quickly accepted by ship repair enterprises.And to a certain extent,it has played a role in reducing the expenditure on salary,management and other aspects of ship repair enterprises.And in this mode of employment,the stability of outsourcing workers have a direct impact on the normal production of ship repair enterprises.For now,the liquidity of outsourcing workers is a general feature of the industry,and how to maintain the stability of outsourcing workers is a recognized problem in the industry.Ship repair enterprises considered their actual situation,various management measures had been taken.PaxOcean Engineering Zhoushan Company as a young shipping company,was lack of experience in human resource outsourcing management.Research on how to better select outsourcing companies and make it stable through effective management are of great significance.This paper is based on the theory and method of human resource management,considered the particularity of outsourcing management in ship repair industry,made a survey and analysis of PaxOcean Engineering Zhoushan Company's management status and outsourcing workers' employment environment.Made a research and analysis on the promotion of human resource outsourcing management of PaxOcean Engineering Zhoushan Company on this base.And finally made a plan for improving human resource outsourcing management suitable for PaxOcean Engineering Zhoushan Company.On the basis of analyzing the theory of human resource management,combining the current research status of human resource outsourcing at home and abroad,analyzed the experiences and practices of outsourcing management in domestic ship repair enterprises.Using the research method of on-the-spot investigation,contrasting the outsourcing management practice of domestic advanced enterprises,analyzed the current situation and problems of human resource outsourcing management of PaxOcean Engineering Zhoushan Company.Analyzed the problems from ‘organize design,job analysis and job description',‘selection of outsourcing company',‘training and development',‘performance management',‘compensation,welfare and incentive management' and ‘enterprise culture construction management'.And finallymade a promotion plan of outsourcing management from ‘optimize organize design,job analysis and job description',‘optimize selection of outsourcing company',‘optimize training and development',‘optimize performance management',‘optimize compensation,welfare and incentive management' and ‘optimize enterprise culture construction management'.This promotion plan is helpful to improve the human resource outsourcing management and also improve the cohesiveness and competitiveness for PaxOcean Engineering Zhoushan Company.It is hoped that this paper will provide reference for the management of human resource outsourcing in ship repair industry and the stability of outsourcing workers in ship repair enterprises.
