Decision Making Research On Urban Lighting Construction Under Public Department's Standpoint

Society and Economy in mainland China move forward to a new phase of modernization,with the night economy model rising,push the traditional street light construction change to large scale,complex public space lighting construction,and moreover,a comprehensive night landscape lighting with the support of electrical,network,software technology.The diversity and complexity of urban lighting lead to difficulties of how to fulfill scientific decision making base on process and forecast when handling the problem of organizing,coordinating,supervising and distributing.Decision-making has already become the core subject of public administration of municipal lighting engineering for public department.First of all,decision making of public department is one of important forms of organizational decision making.The dissertation starts from theory framework of decision making,and then analyze the characteristic,element,logic,process,deduce three critical points: subject,object and environment,and furthermore,investigate the specialty under 3 decision model.According to the framework,operates research on 3 key subjects: public department,municipal lighting construction and modernized city,and use improved SWOT model to analyze the critical elements above to judge the pattern of specific engineering type.Secondly,investigate the characteristic of performance-risk duality,serial and self-inhibiting growth,employ Logistic map to simulate a decision process,point out a direction that single phase & multi options comparison.Thirdly,choose AHP to construct a decision model for public department considering the applicability,building up 3 layers including goal layer,criteria layer and solution layer.Inviting managers from operational department to grade the factors in different layers of AHP model and conduct quantization calculation,work out the tendentiousness of the supervision among 5 types of construction: landscape lighting construct project,landscape lighting maintenance project,functional lighting construct project,functional lighting maintenance project and mega-event temporary project.Finally,introduce a large-scale landscape lighting construction conducted by G city recently.Focusing on 4 kinds of dilemma: overload in decision-making central,error feedback,constrain from executing effect and limited time,put forward 4 improvements: procedural mechanism,fault-tolerant mechanism,incrementalism and cross source of information.The achievement of this dissertation has reference value for public department who making decision on managing municipal lighting.
